Today is Tuesday, September 23rd, 2025. Let's begin with a moment of silence. [00:35:56] I thank you. If you are able, please rise for the Pledge of Allegiance. [00:36:10] All right, before we get into the meat of today's meeting, we have a couple housekeeping things. [00:36:28] First, I wanted to get a motion to waive, hold on, let me see this for a second, cheat. To waive the rules of procedure and approve a request to participate remotely through electronic communications means. So moved Madam Chair. Second. All right let's go ahead and take a vote on that. Animus Supervisor Gordy absent from vote. Supervisor Vega absent from meeting. [00:37:04] And now we can bring Supervisor Gordy online. And I just want to let everyone know we have a quorum. Supervisor Gordy will be participating remotely but he does not count towards our quorum. [00:37:19] So because of that I am going to take no one can leave this dais. We're all held hostage. so after public comment time I heard some legal speak I don't know after public comment time we are going to take a short break so for those of you who are here for the duration of the meeting we're going to take a five minute break or something and then come back and resume the rest of the meeting but right now we're moving into agenda item number three and this is my favorite time don't think I hate about when we do accommodations and proclamation everyone leaves after this so we have this like nice full crowd and then everyone leaves but I would like to go [00:37:59] ahead and get a motion for 3A to 3E. So moved, Madam Chair. Second. All right. Let's go ahead and take the vote. Aye. Supervisor Gordy, thank you. Bless you. Vote unanimous. All right. Thank you. For 4A, I would like to have Supervisor Bailey join me. And then for 4C and 4D, I'm sorry, [00:38:32] 3C and 3D, I'd like to have Supervisor Franklin and for 3A, Supervisor Bailey. All right. If The ladies of Alpha Kappa Alpha can come to the side. [00:39:06] I'll just stand right along the railing. Leave your purses, okay? Ma'am, ma'am. [00:39:30] Do you want to have a seat? Are you good? Do you want to sit? Do you want to sit? Ma'am? Okay. All right. I'm not free to do this. Excuse me. Well, good afternoon, everyone. [00:39:46] Good afternoon. It gives me the ultimate pleasure to present a proclamation on behalf of the County Board of Supervisors. Commend and celebrate the 40th anniversary of Omicron Chi Omega of Alpha Kappa Alpha Sorority Incorporated. [00:40:03] The Omicron Chi Omega chapter of Alpha Kappa Alpha Sorority Incorporated, chartered in Prince William County 40 years ago, has served as a beacon of sisterhood, leadership, and service, carrying forward the rich legacy of Alpha Kappa Alpha, the first Greek letter organization established by and for African American women. [00:40:27] Since its founding, Omicron Chi Omega has remained steadfast in its commitment to service to all mankind by addressing critical needs in the community through initiatives that uplift families, strengthen neighborhoods, and empower future generations, including education, health and wellness, economic empowerment, and environmental stewardship. [00:40:54] The chapter's members, professional women, community leaders, educators, and, of course, trailblazers, have served as a role model of excellence and have carried out the vision of Alpha Kappa Alpha Sorority, Incorporated, with grace, dedication, and impact. [00:41:12] Therefore, today, the Prince William County Board of County Supervisors hereby commends, celebrates, and congratulates the Omicron Chi Omega Chapter of Alpha Kappa Alpha Sorority Incorporated on its 40th, its 40th anniversary. [00:41:32] It expresses the heartfelt gratitude for its distinguished service, leadership, and enduring contributions to the people of Prince William County. Congratulations. Thank you, Chair Jefferson and Vice Chair Bailey. [00:41:59] On behalf of the members of Alpha Kappa Alpha Sorority Incorporated, my name is Christina Henry Roberson, and I am the proud president. And I am here today with a few of our charter members. Would you just wave your hand, our charter members? A few of our former presidents, would you raise your hand? [00:42:17] Yes. And then also the ladies that work alongside me, our chapter officers, please raise your hand as well. So I just want to say thank you both for this acknowledgement, and we're going to continue to work for 40 more years. So thank you so much. We'll do it now. [00:42:40] We'll go ahead now. We're going to go outside. We're going to go out and take a quick, do a quick photo. Solution to commend panorama, panorama Latino. [00:43:14] More than 120,000 Hispanic residents live in Prince William County and almost one quarter or more speak Spanish at home. [00:43:30] And Prince William County values the well-being of all its residents and strives to encourage their participation in county events and services. But in April 2001, after a preventable fire took the lives of a Hispanic family in Dale City, on December 26, 1997, Stephanie Williams created the Community Service Spanish Language Television Program, Panorama Latino, to be a valuable resource to Prince William County by providing crucial outreach to its Hispanic community to keep them informed. [00:44:02] Panorama Latino has engaged the participation of Prince William County in addition to countless local state and national organizations and leaders and it was instrumental in providing vital information about COVID-19 during the pandemic and in assisting the United States Census Bureau over the years. Today therefore the Prince William Board of County Supervisors hereby commends everyone at Panorama Latino TV show for 25 years of service to the community including its creator and executive producer Stephanie Williams and her entire team and the Northern Virginia Electric Cooperative and Comcast Cable [00:44:40] and expresses its gratitude for their leadership in mentoring and motivating our Hispanic community so they may live better lives in Prince William County and beyond. Do you have a few words for us? Thank you. [00:45:00] Chair Jefferson, Vice Chair Bailey, and members of the County Board of Supervisors, thank you for recognizing our work over 25 years. I accept this commendation on behalf of my amazing team who share my belief in the power of education and information. would have been here for this evening's board meeting. [00:45:17] Over 25 years, Panorama Latino TV show provided information in Spanish to break down language barriers. Our work made Prince William County safer, healthier, and more economically sound. Our work allowed your Hispanic residents to become more integrated in county life and to participate in a productive way. [00:45:40] The life-saving and life-enriching information we provided was and is still needed Over the years, we shared information from your social services department, parks and recreation, code enforcement, economic development, public library system, fire department, and your police department, and more. [00:45:58] During COVID, we provided crucial information through regular interviews with public health officials. Before closing, I want to make a few of my own commendations. First, Chief Newsham. I met you when you came to the county. I knew Chief Charlie Dean for many years. [00:46:13] He really cared about treating people with dignity and respect. And now Prince William County has a police chief who is so intent on serving all of the people in his charge that he takes the time to be interviewed on our show on a regular basis so he can personally break down those language barriers. [00:46:32] Now that's a one in a million police chief in my book. Thank you, Chief. I want to also thank Police Lieutenant Jonathan Parock for his decades of assistance and also Captain Ruben Castilla. I also thank Chief of Staff Matt Bromlin, Patricia Clary, and Sharon Richardson, and many police officers on the show over the years, including Police Officer Jose Gonzalez, who has to be the best ambassador for recruiting police officers to the county in the world, thanks to his over-the-top enthusiasm for his work. [00:47:06] Lastly, Chair Jefferson, you too took your time to be interviewed on our show. Why? as you expressed, because you are dedicated to serving all county residents, regardless of the language they speak. Thank you so much for your kind words and the praise you heaped on us as you recognize the value of our work. [00:47:27] Thanks to all of you for this commendation. We're going to go take a quick picture. Oh, okay. I think these are... Go over here and take a quick picture. [00:47:43] Can I bring my... I'll do that in a second. I'll do that in a second. [00:48:09] all right supervisor franklin if you would like to come down for the next two and i'm going to make the assumption that the ladies of delta sigma theta need to come to the side [00:48:44] and madam chair before i get started i also want to recognize um the honorable zella jones [00:49:08] with the city of bonassa school board okay um today we are here to recognize um joanne bonneries She is a dedicated grassroots community leader and activist and longtime resident of Prince William County and has made meaningful contributions to the civil rights movement and the Prince William County community. [00:49:44] Here are just some of the highlights. Ms. Bonnery co-founded Prince William County's Martin Luther King Jr. Day celebration and has been instrumental in the event's success as it has grown into one of the largest commemorations of its kind in the nation. As a charter member of the Prince William County Alumni Chapter of Delta Sigma Theta Sorority Incorporated, she has been actively involved in the organization's Delta Days in the nation's capital and Delta Days at the Virginia General Assembly. As a testament to her impact in the community, Ms. Bonnerese has received many awards and accolades over the years, including [00:50:20] the Lifetime Humanitarian Award at the 2019 Dell City Multicultural Achievement Awards and Scholarship Banquet, the 2012 President's Volunteer Service Award from President Barack Obama, and the Prince William County Human Rights Award, and the Distinguished Service Award from the NAACP. [00:50:37] Therefore, today, Prince William County Board of Supervisors hereby commends Ms. Joanne Bonarese as an expression of the county's admiration for her contributions to the civil rights movement and the Prince William County community. Now I'll turn over to Supervisor Bode. thank you so much uh supervisor franklin um just very quickly i don't have any prepared remarks but i just wanted to say thank you to miss joanne bonneries you've been a pillar community you know we often talk about hidden figures but you are far from a hidden figure miss bonneries anyone who knows joanne bonneries knows that she likely gets around by magic carpet because she is everywhere [00:51:12] but i just wanted to highlight that to say that you've been a mentor to me and to so many of the others on this board, and folks that sit on very many prominent, not so prominent fixtures in our community. And I wanted to say that as we continue on, you live on in all of us, and you continue our legacy through you, through us. So I just wanted to say thank you for that. I know we do have some members of the Prince William NAACP here to honor you as well. If you all want to stand for the Prince William branch of the NAACP, just very quickly. But I just wanted to show that, frankly, [00:51:48] as a testament to the so many different irons you always have in the fire, all the organizations you support, all the people that you've lifted up over these many years. So this is long time coming. I wanted to say thank you so much for all your contributions, Ms. Monterey. Thank you so much, Madam Chair and the Board of Supervisors. I appreciate this citation, And I want you to know that I stand on the shoulders of our ancestors. [00:52:29] There were only 22 young ladies in 1913 at Howard University, founded Delta Sigma Theta Sorority. And there was only one lady in Prince William County long before I came here. [00:52:46] Another ancestor, her name is this Miss Jenny Sarepta-D. I'm standing on her shoulders. trance william county we're on the move and i just thank you thank you thank you we're gonna take a photo outside at naacp and anyone who is here for miss joanne bonnaris if you want to come outside join us for the picture you know we would be honored all right so we're gonna go outside [00:53:22] so taking the seats um everyone associated with the um woodbridge women's club everyone [00:53:48] associate with 3D? Domestic and sexual violence includes but is not limited to verbal, physical, [00:54:27] emotional, mental, and sexual abuse. The General Federation of Women's Club is a 135-year-old international federation of women's clubs with more than 63,000 members and is dedicated community improvement by enhancing the lives of others through volunteer services. The Woodbridge Women's Club particularly focuses on areas of diverse and include campus sexual assault, child abuse, elder abuse, human trafficking, intimate partner violence, military sexual assault, teen dating violence, and violence against Native American women. [00:55:03] On GFWC International Day of Service, which is September 27, 2025, the Woodbridge Women's Club, an active club member of the General Federation of Women's Club, will provide a large variety of handmade blankets, hats, and scarves of all sizes to an organization that combats domestic and sexual violence in Woodbridge, Virginia. Today, therefore, the Prince William Board of County Supervisors hereby proclaims and designates Saturday, September 27, 2025, as the General Federation of Women's Club, Woodbridge International Day of Service to End Domestic and [00:55:36] Sexual Violence. Chair Jefferson, Supervisor Franklin, and honorable members of the board, I'm Lucy Williams, president of the Woodbridge Women's Club, and the Woodbridge Women's Club is honored for the recognition of the GFWC, WWC International Day of Service. [00:56:06] And this is for everybody to see how they have advertised it, the beautiful colors, the color of. So, as president of WWC, I stand here today with members of the club, and we have a few members of the board, Donna Meyer, Lori Post, Pat White, and Pam Montgomery. [00:56:35] Just to name just a few of the people that were able to attend, a few of the members that were able to attend today. We're here to express our sincere gratitude for this recognition. The International Day of Service is a day dedicated to volunteering to end domestic and sexual violence. [00:56:57] We are committed to helping our local community. With that being said, we had nine members from our club, and they had knit and crocheted hats, blankets, kids' scarves, women's and men's scarves. [00:57:21] and one of our members that got everybody together to do this project and to come out the way it did is Pat White. She's hiding over here, but she is the one that really put all their effort into getting all the members together that were able to knit and crochet. [00:57:44] So we have a total of 321 items, and they worked 892 hours with a total of 615 in-kind donations. So the GFWC International Headquarters in Washington, D.C. [00:58:05] has noted that 993 GFWC clubs worldwide have registered and participated in the 2025 International Day of Service. We take pride in the impact we have in our community. [00:58:24] We are proud to be valued and recognized organization of the Prince William County. It is an honor to continue to serve. Again, I'd like to thank our Supervisor Franklin, who is always there behind us and keeping us together here and noted in our community. [00:58:50] Thank you again. And thank you for this proclamation. It is a deep honor for all of us, and I'm really proud that we are able to be here today and get this recognition. Thank you all. [00:59:06] Thank you. So if everyone comes to the center, and we don't know who we're tall, tall people in the back. I wish I were tall. Maybe I can pass you tall. Big shoes. [00:59:21] Big shoes. I got big shoes. I'm tall. Don't play a game, Margaret. [00:59:36] all right fire prevention week chief labelle you probably thought that we would never get to you [01:00:34] all right in 3e is to proclaim october 5th through october 11th 2025 fire prevention week the majority of home electronics are powered by lithium-ion batteries and improper use or damage lithium-ion batteries can overheat and ignite a fire or even explode this year's 2025 national [01:01:08] fire prediction prevention week theme charge into fire safety lithium-ion batteries in your home is designed to better educate the public about how to buy charge and recycle them safely there are three key messages that support charge into fire safety lithium-ion batteries in your home buy only listed products, charge devices safely, and recycle batteries responsibly. The Prince William County Fire and Rescue System will hold several events recognizing Fire Prevention Week. A Fire [01:01:43] and Rescue Expo will kick off the week at Fitzner Stadium on Saturday, October 4th, 2025, and several fire stations will host open houses on Saturday, October 11th, 2025. Today, therefore, the Prince william board of county supervisors hereby proclaims october 5th through october 11th 2025 is fire prevention week in prince william county chief labelle thank you chair jefferson members of the board uh mr johnson uh so uh i'll i'll be brief which i often claim to be uh the reason i come with a crew is we normally recognize the folks going up and down the road lights and sirens [01:02:22] but the reality is there's quiet heroic work that goes on day in and day out stopping a fire from ever occurring and these are the folks uh that work for our fire marshal matt smolsky uh and they do that work day in and day out i'm very proud of them i know you all are too and so our focus this week uh for fire prevention week really is about ion uh lithium ion batteries you all have them we all have them um you have all bought the inappropriate charger for them you just have You all have. [01:02:57] Because we just do that. If you've ever seen your cell phone shut itself down because it's overheating, that's because it's smart enough to do that. Not all the batteries that you have are smart enough to do that. If you're charging your phone on the couch, if you're charging it in the bed, please stop. [01:03:18] Put it on a hard surface. It's not meant to be heated in that or used in that way. It can start a fire. And then finally... We spend a lot of time going to recycling plants where there are fires at recycling plants because people have disposed of lithium-ion batteries incorrectly. [01:03:38] There's a way of disposing them properly. We certainly encourage you to do so. And then last but not least, you mentioned it, but I've got to mention it again. during fire prevention week we're going to be kicking off with a big expo and then supporting our wonderful volunteer fire departments that are having individual and not only do these folks go out and do that work we also have a lot of great volunteer members in our community who go out every single day to provide fire prevention information so thank you all very much thank you [01:04:10] our last meeting was such a marathon it's for proclamation and accommodations um so we are [01:06:23] going to move on to agenda item number four and before we go on with the consolidated i'm sorry the consent agenda i want to see if anyone had anything that they would like to pull i am going to pull 4k does anyone have anything they want to pull from the consent agenda all right with that i would like to get a motion for 4a through hold on 4a through 4j [01:07:00] So moved Madam Chair. Second. All right any discussion? Supervisor Bode. Yeah thank you Madam Chair. Just very quickly 4B and 4C are centered around the sale of bonds for the county. I just wanted to highlight some of the projects are looking to be financed with those bond sales and some of those allocated revenues. For the Occoquan for example we have various open space and accessibility projects as well as financing for the Ellicott Street sidewalk Occoquan Greenway project. That's for 4B. [01:07:30] 4c includes quite a few different projects that this board has been advancing over the past few years, which include the future area to be designated for the Homeless Navigation Center West, construction of the expansion of the Judicial Center Complex in Manassas, construction of the Homeless Navigation Center East, construction of the Fire and Rescue Station 27, construction of the Public Safety Training Center in Nooksville, and a needs assessment for the Prince William County government county-wide space needs so just wanted to let folks know that you know these bond sales and some of the things we finance of them can be archaic at times but when they're put forth in a reasonable way like we're doing they're advancing a lot of good projects that we have [01:08:09] throughout the county so i just wanted to highlight that thank you madam chair thank you and supervisor bailey thank you madam chair madam chair i'd like to highlight 4e on our agenda today by accepting and budgeting and appropriating $600,000 ongoing funding and $5.7 million in a one-time state revenue for our crisis receiving center in Woodbridge, along with $4.17 million for the regional adult crisis stabilization service in Chantilly. [01:08:41] By approving that, this resolution means that our residents in crisis won't have to wait for help and our first responders and hospitals will have critical support. We are moving in a fast pace to stand up our crisis receiving center, and this is another step forward to finalizing that stand up and serving our citizens. Thank you, Madam Chair. Thank you so very much. Let's go ahead and take a vote on those items. Supervisor Gordy, thank you. Vote unanimous. All right, [01:09:17] going on to 4k that's one i pulled we did discuss this last year um i don't know if south is able you can come down good afternoon madam chair members of the board seth hendler voss director of department of parks and recreation happy to answer any questions you [01:09:49] might have so i remember having a similar discussion last year um and i again walk me through because i believe you guys redid this process and how it works am i correct and how do you choose some of these organizations because you know while i'd like to be a good regional partner a lot of the the biggest grants are going to places that are outside of the county that are in the city of manassas can you walk me through this process again yes ma'am thank you for the the question so this program started with the park authority which was merged into the county [01:10:24] in 2012 and so we took on this pre-existing program and the program has always provided support for organizations within quote-unquote greater Prince William County, which includes Manassas Park and the city of Manassas. I wasn't there when that decision was made, but the intent of that decision, as I understand it, is to provide support to those organizations that are serving Prince William County residents. And those organizations, although they might be [01:10:59] addressed in another independent city, they are predominantly serving Prince William County residents. And so we've maintained that policy to this day. Now, Madam Chair, we do cap the awards at 25% of total available funding. So no organization is permitted per policy to receive more than 25% at that $193,000 in total awards. [01:11:36] No, I appreciate that. I'm just, again, quickly looking at some of the organizations. What are we doing to make sure that we're reaching smaller organizations or fledgling organizations? Thank you for the question. So this is an issue, a concern question that came up last year, and we ended up postponing the vote so we can answer some of these questions for the board. [01:11:57] And we explained our approach to outreach is multifaceted. We rely primarily on Arts Council members to share this information far and wide with their networks. [01:12:18] We also put it on social media. We run ads. We also share it with board members and invite board members to share it with their listservs. And we use that same approach today, and we are very pleased to share that we have four new organizations who are recommended for funding in today's resolution. [01:12:42] I believe one of them is Divine Inspiration. Am I wrong? What are the four? That is correct. I believe it's Divine Intervention, Harmony Studios, Gem Ministries, and Cabin Branch Quilters. All right, Supervisor Franklin, I see you have some questions. Yeah, I just want to, I guess, Seth just kind of mentioned this. [01:13:00] We did have this discussion last year about making sure that the opportunity to apply for these grants are reaching kind of far and wide. And I think we kind of made it clear that it's really on all of us to make sure that we're getting the word out about these grants, but then also understanding that it still has to be competitive in terms of their application process. [01:13:22] So I think we can all be helpful in making sure that organizations that have asked about funding opportunities, that we're kind of letting them know about it, but also stressing that the applications have to be top-notch too. And I think county staff is willing to go over what's necessary and some of those requirements and what helps to essentially get the funding. [01:13:48] Unfortunately, my circle is small. I don't know as many artists as I need to know, but I've certainly put this information out there i'm just going to say this you know i understand you know we also have some larger companies um on here and they may not have received the grants that they have last year but i think we can do better i think we can do better i think we should do because it's our taxpayer dollars you know i love the arts i want to be able to be a good regional partner but next year you know or before next year i think we can still do better i think still think there's room [01:14:24] for improvement. Supervisor Bailey. Thank you, Madam Chair. I appreciate the conversation and Madam Chair, you're bringing it forward. Seth and I, over the past year, we've had at least two conversations about this. And I was the one that brought the invitation to discuss last year. And so I'm really thankful for the progress that you've made. And I see it on the listing inside of the board packet. My concern more so is operational. I think there is, just to bring [01:14:58] your attention to, there's an opportunity as we are going through a new process. This is a very seasoned and a very old board that has served this county greatly over the years. But I think from an operational standpoint and really just bringing us towards the times and the level of service the higher level of service that the community needs we need to circle back and look at that now we are on the road madam chair with improving like you said the funding piece we're [01:15:32] on the road to doing that but I think operationally in terms of level of service and renewing bylaws renewing charters whatever that looks like I think there's an opportunity there and I say that because I've received several phone calls in my office to that avail. [01:15:50] And I think that with the Arts Council, it's such a beautiful thing. There is an opportunity, Seth, hopefully with Parks and Recs, that we can also look at policies and procedures. Thank you, Madam Chair. Mr. Supervisor Ann Gray. Thank you, Madam Chair. [01:16:06] I'm going to be quick with this. There's nothing wrong with this process. I know we all know that. Eventually, we're going to have to put more money in this. And I will simply say this. Every organization that's a part of this grant process, Prince William County takes advantage of. [01:16:21] And that's regardless if they live in Manassas City, Manassas Park, Dumfries, down to Dumfries, Occoquam, Town of Haymarket. Like, this is Prince William County. And so the organizations that benefit from this have beautiful performances, all of them, the choirs, the ballet, you know, the orchestras, all of them have beautiful performances. [01:16:41] And these grants are allowed for that. So if we're going to do anything, I don't know if the 25% of what that total fund is is a solution. Maybe that's worth looking into and saying we might even find out it's more. I don't know. I'm not saying it is, but what I'm saying is the program is a great program. [01:16:59] As we grow this, if we're going to grow this, we're going to eventually need to put more money into it because the funding that these organizations need, regardless of their size, is literally what allows the citizens of Prince William County, whether or not you live in a city, town, or whatever, benefit from this performance. [01:17:18] So I love what we have. If we're going to have to do anything, I believe that thing is going to have to be put more money into this program so that we can make sure more organizations are benefiting from it. I'm going to go ahead and call for the vote. I'll move it forward. [01:17:35] Oh, yeah. Second. All right. Thank you. We have a motion and then a seconded. Supervisor Gordy? Aye. Thank you. [01:17:48] i didn't have a chance i didn't it's gone vote unanimous thank you we are now going on to public [01:18:20] comment time um it looks like i have two people signed up to speak in person um i have owen mayer and mark brown or mark bison please go to the back if you were called to speak when you speak you're going to state your name in the magisterial district where you reside and then there is a timer up there and you get three minutes excellent you may proceed and wait make sure the microphone this to you so that we can hear you you can lift it you're tall i am i'm a tall guy okay i've got [01:18:55] some size on me excellent good afternoon madam chair and the board of county supervisors i am owen meyer and i live in the occoquan district while i attended woodbridge senior high school the question was often asked where should we hang out the most common answer mcdonald's i am here today because i have noticed a lack of third places for teens in our county third places are places that aren't home, school, or work. Third places are necessary to build community and encourage genuine connection among citizens. I'm encouraged by the story of Burlington, Vermont [01:19:31] in 1986 under then Mayor Sanders. Mayor Sanders established the Youth Teen Center, which was a hub for teens to participate in government, arts, live music, and more. The Youth Center ran for over 30 years and encouraged teens to socialize in a productive, creative, and accessible environment. [01:19:52] Fortunately, Prince William County is rich in trails, sports leagues, and facilities like the Chin Center. These services are fantastic and promote community health. However, I have noticed a missed opportunity for the county to provide teens with places to be creative, engage with peers, and learn meaningful lessons from adults. Third, places for teens align with county goals, safety, mental health support, and community development, and much more. [01:20:22] I'm encouraging the county to activate the youth. Our county should invest in places where bands can perform, teens can participate in theater and STEM projects, and where guest speakers can influence the next generation. Teens want to be involved. Often, teens are viewed as a burden. [01:20:41] They loiter and engage in unsavory behavior. Give these teens a mission. Offer teens a safe space when they don't feel comfortable at home, work, or school. Offer them an outlet to direct positive energy outward and build their community upward. [01:20:58] You will not only prevent problems. You will have the pleasure to see the next generation bloom and to engage community leaders ready to lead. Thank you for your time. Thank you. Next speaker, please. [01:21:22] Good afternoon, Board of Supervisors. Hello? Okay. Just to clarify, excuse my chicken scratch on the sign-in sheet, my last name is Bison, B-I-Z-O-N. I was directed by two of your departments to come speak here today. [01:21:38] As of July 25th, I'm officially a senior citizen, and I did complete the, I'm looking at the former, the Real Estate Assessment Office form to request a reduction in the personal property tax as well as the tax on the mortgage. [01:21:57] Back a few months ago, I got a letter from my mortgage company that my tax is being increased as of September 1st per Prince William County. When I spoke to the office in Building 5, as well as the Ridgefield office location, both offices directed me to come here and file an appeal. [01:22:21] Basically, what I'm asking is on the personal property tax, the reason they denied it was due to the price of my house. And I was questioning, why does the personal property tax, my vehicle, tie into the house? So that was my first question. [01:22:38] Second question is in reference to the mortgage, the property increase. And the answer I got from the two offices is it was a countywide increase. Well, when you complete a real estate assessment office form for senior citizens, most likely that means those people are no longer working and they're on a fixed income. [01:23:02] So I did ask not to have it substantially reduced, just to have it reduced to what it was prior to before my mortgage company increased it. So I'm asking if you could look at this and any feedback you would have, I would greatly appreciate. [01:23:19] Am I in the right form, by the way? So this is your chance to give us your insights. We don't respond to bait. So if you want to hold on until maybe after the meeting, I can talk to you and help you get direct to the right place. Okay, talk to you individually afterwards? [01:23:35] Yes, after the whole meeting. Okay, that's fine. Thank you. And I have another topic. Could you start the clock again for me, please? No, it's only three minutes. Sorry. Okay, well, I'll talk real fast for 48 seconds. Live in Pearson's Landing HOA, the HOA maintains the three watersheds, maintenance, and the common grounds. [01:23:55] Mr. Angry and I, we met several months or several years ago about this. Basically, being honest with you, the HOA has been negligent on the maintenance of the HOA property, the watersheds regarding maintenance, cutting the grass, removing dead trees, and so on. [01:24:13] I spoke to several departments there, Prince William County. They all did agree that the HOA is responsible. We did have an impromptu meeting with the HOA last week. And basically, being honest and transparent, I got lip service from them. I did tell them that I do have a petition here that I will be moving forward to disband the HOA. [01:24:34] Our time is up. My team will come and speak to you after the meeting, okay? Okay. All right, thank you. Thank you. All right, Madam Chair, Mr. Bailey, do we have anyone online? We do not, Madam Chair. All right. We do not have anyone online, so we are finished with agenda item number five, public comment time. Now, originally, earlier I said we were going to take a break, but everyone seems to be pretty good here. So let's move on to agenda item number six, the public hearings. [01:25:09] So while I'm waiting for the sheet, I'm just going to give instructions. I'm going to open the public hearing for agenda items number 6A and 6B. I'm going to ask again that speakers go to the back you are limited to three minutes apiece unless you are with a verified organization recognized by the board then you get five minutes and you begin by stating your name [01:25:43] and where you generally reside i have um ensign guerrera if you would like to speak at the back no we're not taking a break no i'm sorry sir can i start yeah you may start sir okay thanks so much good afternoon supervisors. I live on Maplewood Drive, and I look forward to this Wawa. The only issue that I see are three. Two of the main ones are the current intersections, 28 and Maplewood. [01:26:22] During the hours of 5 30 a.m. to 8 a.m., the traffic blocks the intersection, so when a light turns green for the people on Maplewood and Leland Road to get on to 28, those cars block the green light cycle a lot of times they block the entire green light cycle so the individuals who are trying to commute during the morning off of Maplewood and Leland Road are stuck on those roads because the drivers ignore the do not block intersection signs so with this Wawa being developed there on that corner this is only going to increase traffic that from cars merging out of [01:26:59] the gas station and further blocking it up and causing issues so is there any development for you know red light cameras at those intersections of maple wood and leland road because i think that's the only way to prevent those drivers on 28 from completely blocking the roads and the drivers coming off of those roads and other one i have is uh at the right now the maple wood both sides of maple wood use the same light cycle so if there's like a lot of traffic on both ends [01:27:33] that also is like a choke point and not everyone gets to get off those roads and get on 28 so is Is it possible for both Maplewoods sides to have their own green light cycles? And those are my three concerns for this Wawa development on that corner. [01:27:54] All right, thank you. Do we have any other speakers? All right, I'm going to go ahead and close the public hearing for 3A and 3B. Mr. Venegas, are you able, I see that you're the planner, he asked questions about red light cameras and some other things about TRAV. Is anyone able to address that? [01:28:10] So we have the applicant here, I'm sorry, Alex Venegas from the planning office. We do have the applicant that's going to walk you through the transportation improvements. I think that will address any questions or concerns that the gentleman had. All right, thank you. Good afternoon. [01:28:35] Jessica Pfeiffer here on behalf of Frontier Companies, a preferred developer for Wawa. We actually do have Andrew Butzik here as well. He is our transportation consultant. But I do think that I can answer this one because I think it's really helpful to take a look at the Route 28 improvements. [01:28:54] So this exhibit here shows the Route 28 improvements that are going to occur. And just, I know you guys probably know this, but for the audience, the timing of that, there was a design public hearing in 2025. Ward design build contract is expected in 2026. [01:29:13] Begin construction late 2027 and then end construction late 2028 or early 2029. And this is going to be a major improvement up and down Route 28. And what's important here is our property is in blue. [01:29:30] And what will happen, this is Maplewood Drive right here, and this is Route 28. So you will no longer be able to take a left at this intersection right here. There will be an R-cut situation, which will improve the circulation and the flow. [01:29:46] In addition, multiple access points on the other side will be removed. So access points will be consolidated, some removed. In terms of our property, we have gotten AMEs from VDOT for both of our entrances at Route 28 and Maplewood. [01:30:05] We are constructing a right turn lane on Route 28 that you can see here, and we're constructing a left turn lane on Maplewood to improve that circulation. so I know my exhibit doesn't go all the way out to Leland but we did hear that concern and I think this gentleman did attend our community outreach meeting and we discussed this about maybe a study to look at signal timing modifications up and down the corridor the general response that we got is that with VDOT and county transportation in coordination doing improvements up and down [01:30:41] Route 28 is going to be looked at all together once those improvements, those R-cuts, those write-out only, which I think Leland is also going to be, all occur. But I did want to relay that we did have a community outreach meeting and invited everyone highlighted in green here. [01:30:59] Most were excited as that gentleman relayed, but did hear that concern about signal timing modifications, which will occur once those improvements are done. All right. Thank you. supervisor franklin did you have any questions yeah just a couple of questions um particularly just related to this is part well actually it's more for staff if you don't mind um this is a part of the yorkshire community correct and i'm assuming this is in kind of for lack of better words uh conformance with the yorkshire um small area plan and we'll go kind of nicely with that [01:31:35] Yes. We will work with the staff on the Yorkshire Small Area Plan, and this is consistent with what we envisioned in the comprehensive plan, which, in turn, they are dedicating the right-of-way needed for the vision that we have along Route 28, so that is correct. [01:31:56] Okay, and then I know we're going from R1 to business, and there are homes behind it, right? There's like a neighborhood. see if I can pull up a good example. Yes, so the majority of the application is B1. They're just getting an SUP to allow the motor vehicle fuel stations. This small portion here is actually the residential that they're changing over to B1 as well. But behind that community, that's a residential community. Yeah, back here is residential. Okay, so my only question is in [01:32:34] terms of like light, noise, truck activity, I'm assuming there are mitigating factors to help with that? There are mitigating factors in the conditions to address that as well as the buffers that are being provided. The buffers, yeah. Okay. Thank you. Thank you. All right. [01:32:50] Thank you. I don't see any further questions, so I'm going to go ahead and call for the vote. Move to approve. I'm sorry. Second. Thank you so much, guys. Supervisor Gordy? Aye. Thank you. [01:33:07] Vote unanimous. All right. I'm going to go ahead and call for a short recess. So we have seven minutes. All right, that wasn't quite seven minutes. [01:33:23] That's okay, because we want to keep this train rolling. So we are on to agenda item number seven, and that is county executive time. Mr. Deputy County Executive Elijah Johnson is our guest, I guess our special guest star. Do you have anything for us today? Thank you, Madam Chair. [01:33:39] Yes, on behalf of Mr. Shorter, setting in for him today, we do have a few items that we'd like to update the board on. as in keeping and reporting out on directive issued from the last meeting. There were two directives issued during the last meeting. Staff was directed to conduct a feasibility study, engage stakeholders, develop a conceptual plan, and prepare a workforce development strategy, and that directive has been assigned to economic development. [01:34:08] The second directive, staff was also directed to work with PRTC OmniRide to explore options for an enhanced paratransit program and that directive was assigned to the Department of Transportation. Since your last meeting, we have not closed any directives. [01:34:25] I did want to note, County Executive did want to note some kudos and awards. He'd like to recognize first our staff at our Hildebark Shelter who received an award for their work with homeless service population from the Afro-Capa Alps, the AKAs that you honored today. [01:34:44] And we're very thankful for that award from the Alpha Kappa Alpha Sorority Incorporated. We're also pleased to announce that the county was recognized with the Commonwealth of Virginia IT Award for the PwC Works Platform. [01:35:01] I really want to thank our Office of Communications and Department of Information and Technology, along with all the agencies that have been adding information to that platform. Finally, I would like to congratulate communications and engagement team on them receiving two awards from the National Association of Telecommunication Officers and Advisors for the How I Serve series and the shorter topics programs that the office puts on. [01:35:30] So these are very prestigious awards for our organization, and we continue to do great work. Thank you, Madam Chair. Thank you so very much. Let's see, Senator Frankel. Sure, yeah, thank you for those updates. Just wanted to flag one thing that I know a few of us heard separately at an event earlier about some of the job postings on the county's website. [01:35:56] Apparently there's a few jobs that have been filled that are still posted, so just flagging that we may want to just look into that. So I have addressed that with HR about making sure that we take down older postings. Anything else? Anyone else? [01:36:14] all right let's go to madam county attorney thank you madam chair members of the board this afternoon in closed session we will have consultation and discussion with legal counsel and briefings by staff members pertaining to the discussion or consideration of the acquisition of real property for a public purpose including for park purposes where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the public body this item is appropriate for closed session pursuant to 2.2-3711A3 of the Code of Virginia. [01:36:46] All right. Can I get a motion? So moved. Second. All right. It's been moved and properly seconded. Can we take a vote? Supervisor Gordy? Aye. Thank you. Vote unanimous. [01:37:05] All right. Thank you very much. We are going on to agenda item number nine, and that is agency time. Mr. Johnson, do you want to cue us up? Thank you, Madam Chair. This afternoon, we have two items for you today. First, from our department. [01:37:20] I'm not seeing Mr. Mancini. Oh, Rob, David's going to step in today. And we're going to have Mr. Sinclair talk about Agenda Item 9A. Good afternoon, Chair Jefferson, members of the board. [01:37:39] My name is Dave Sinclair. I'm the director of the Office of Management and Budget, and Mr. Mancini is here right now. You've got a whole team of folks. [01:37:58] Good afternoon, Madam Chair, members of the board, county attorney, county executive. You got better looking somehow, right? And deputies and distinguished guests, I'm Rob Mancini, I'm your CIO and Director of the Department of IT. I have a very quick item for you here today, so we'll get right to it. [01:38:16] Is there a clicker somewhere here, Andrea, or are you clicking for me? Oh, right in front of me. Okay, thank you. Okay, so we'll get right to the point here. We're here to ask you to authorize an expenditure for the IT department. [01:38:33] And it essentially comes down to this. I'm asking you to budget and appropriate $607,000, 674. And I'm going to tell you right now where that came from. It came from the broadband access project, where that was a big $1.3 million fiber project we did with Verizon. [01:38:52] That's the one we brought in five months early and $607,674 under budget. And because we cannot obligate ARPA funds after the 31st of December of 2024, we invoiced this in the spring of 2025. [01:39:10] I approached David and OMB and Michelle Atreid at the time and asked if there was a way I could give this ARPA money back to somebody who could use it. And there was, thanks to you because of the resolution at the bottom of the screen here, that we can reapply some of those funds to administrative use. [01:39:27] And so what I've really done here is asked for the surplus created in that project to have that back in the form of operating dollars. By moving ARPA funds over to Terry Witt, who was enormously helpful in that regard, I would like to use that money for some AI. [01:39:44] work and some cybersecurity work. That's kind of overdue, right? That's the essence of the ask here, and that's where the money came from, and that's how we got this extra money. Does anybody have a question for me on any of these questions? I'd love to have your support. That was one of the short, sweet, and simple. Does anyone have any questions? All right, here we go. [01:40:09] Supervisor Bailey. Rob, you are the gift that keeps on giving. Thank you. And we thank you for your level of expertise. We thank you for how you are bringing us forward as it relates to our IT department, and we appreciate creatively what you're doing. Thank you. You give it to me, I'm giving it back to you. Thank you. Supervisor Franklin? Yeah, and this may be in some of the [01:40:44] information, but can you just talk a little bit about the specific use? Sure. We're overdue to give this workforce some AI tools. They've been asking for a while. We haven't had room in the budget to do it. There have been other priorities. And we really can't deploy something as complex and risky as AI without marrying security with it. So we have a security first initiative. [01:41:09] Everything we do that's new has to have proper security around it, which is why there's a dual use for this money. Primarily this will be something that, God bless you. Primarily this will be something that we offer to the workforce in the form of first access to GPT. GPT that is secure. I can tell you there is some data leaking out of the organization today that fortunately we catch. We can do a better job of it if we can give the staff some GPT and AI platforms to work with and secure it at the same time. The level of detail on the cyber side, I'll save for a private [01:41:45] meeting. Yeah, and then my last question is with regards to HR and hiring. Do we use or are we planning to use ai in that sense because i do have a concern about ai being used to review resumes as opposed to a person which i know using ai is more efficient but it also misses things if you don't use certain words i do not believe we use it today but we could check with hr to see who their partners are who might be using it but i don't believe we do today okay just something to keep in mind to make sure that we're not overlooking candidates that may actually be qualified, [01:42:23] well qualified, but if they didn't use certain type of language on an application and we're using AI and we're supporting and funding these programs, but yet we're missing the mark, I just want to make sure of that. Great point. No, I was going to say, Supervisor Franklin, so our HR staff, and if you, I think it might be better if you have a sit down with them, they do use screeners, and that's something that's been used for years. [01:42:46] now if an office is hiring they have the option to go through and to manually check resumes which you know when you get maybe 300 600 it's a lot i personally you know when i've had to look the resumes i'd like to do it myself you're right because something may be missed but you know right now ai is not something that's used but they do use other uh screeners and people score themselves yeah yeah like i said we're giving you additional funding today and so i just want to make sure that we understand that how we're using it and making sure that we're not using it to the [01:43:20] detriment of our county workforce. Understood. Is there anyone else? All right. We'll motion to approve item 9A. Second. Thank you so very much. Let's go ahead. Wait, Supervisor Bode, did you have something? Yeah, just very quickly. It wasn't a question. Thank you, Rob, for bringing this to us. [01:43:43] I am going to assume this is not a question. It's more of a comment that alongside all these, that will be good implemented best practices and training go along with any part of the workforce that gets this because a huge part of it is also digital literacy and AI literacy and all the potential pitfalls that could happen with that. [01:44:01] I know that we have a workforce that spans the breadth of experience and different circumstances, age, familiarity with AI, other tools that are at our disposal, and we know how in just the last year and a half, almost two years how much AI has exploded and how efficient it can be as a tool. But as you sort of alluded to, it can also come with challenges, especially with folks that aren't as knowledgeable about how to use it. Some of the data leaks that you talked about, some of the ways in which you're able to then upload documents into AI, community GPT, to help you with certain things and all the [01:44:38] things that can go along with that. So I knew the answer to that question. That's why I didn't ask in the form of that. But I just want to socialize that, that alongside all these would be digital literacy, AI literacy, and all the training that goes along with it. So I appreciate it. Correct. Last time I was up here, you opened a door. You opened another one today. So I will tell you, we do have plans to acquire a particular product on September 10th when you were at the COG meeting. The National Capital Region is adopting the product that we selected. I'm the co-chair of the CIO committee for COG. That is something that is baked into these numbers, and it's an equity issue. If people can't use it or don't know how to use it, they won't use it as effectively. It's absolutely part of this [01:45:17] proposal. Madam Chair, if I may, please. Yes. Supervisor Bailey? I can wait if you want me to wait. Is it regarding this? Yes. Okay, then go ahead. Yeah. I just wanted to thank you also because you brought this conversation up on a visit to your place early on. [01:45:36] And so this is, for me, it's kind of a follow-through, but we might I would like to have more insight on this as well. Be happy to. Thank you. All right. Thank you. All right. Has everyone voted? Supervisor I would ask that after we call for the vote, if people can make sure that they put in their request to speak before then so that we can keep this moving. [01:46:11] My apologies, Madam Chair. All right. So, Mr. Johnson, the next one up. Yes, we have Ms. Mandy Spina here today to talk about a pop on hold request that we received. Madam Chair, members of the board, Mandy Spina, Director of Development Services. [01:46:29] So while I do not have a formal presentation, I would like to provide a brief overview of the request that's in front of you today. So St. Catherine Drexel Catholic Church has requested a permanent pump-and-haul permit to continue servicing their newly established church. The church opened in October of 2024 under a temporary permit with the intent of eventually connecting to the public sewer system. [01:46:52] Due to financial constraints, they are seeking additional time before making that permanent connection. So I wanted to talk through a little bit about the roles in this process. So Prince William Water is the official permit holder. They oversee the pump and haul agreements, which are issued for one year at a time, renewable for a time period of up to five years. [01:47:13] The health department works in partnership with Prince William Water. They regulate and oversee the health and safety aspects of the pump and haul operations under administrative code. And then your role as the Board of County Supervisors. So under Prince William Water's procedures, they cannot approve a permanent pump and haul permit without the endorsement of this board. [01:47:33] So development services is coming forward as a conduit between Prince William Water and the Board of County Supervisors. I think it is important to note that development services, Prince William Water and the health department do recommend approval of the permanent pump and haul. And we do have representatives from the church, Prince William Water and the health department, if you have any questions. [01:47:57] And waiting for the queue to line up. I don't think anyone has. Any questions? Supervisor Gordy, did you have any questions? Thank you, Madam Chair. I remember us taking up this case a few years ago for the extension of the sewer. [01:48:19] And I just want to understand, the county, the church is still going to pay for the pump and haul. They're just needing the permit to be able to do that. I just want to clarify. Yes, Supervisor Gordy, the answer is yes. [01:48:35] Thanks, Manny. Appreciate it. You're welcome. All right, can I go ahead? Move to approve. All right, thank you. Move for approval, then. Supervisor Gordy moved for approval. May I get a second? Second. Okay, seconded by Bailey. [01:48:50] All right, let's go ahead and take a vote. Supervisor Gordy? Aye. Sir, vote unanimous. All right, thank you so very much. We are moving on to supervisor's time. [01:49:07] Before we go individually with our updates, I'm going to do two separate motions, one for 10A and 10B and another for 10C. So can I get a motion for 10A and 10B? So moved, Madam Chair. Second. All right, let's go ahead and take our vote. Supervisor Gordy? [01:49:27] Aye. Thank you. Vote unanimous. All right, and we are going to do 10C, and this is going to be to cancel the evening session for October 7th. Can I get a motion? So moved, Madam Chair. Second. Any discussion on this item? [01:49:44] All right, let's go ahead and take a vote. Supervisor Gordy? Aye. Thank you. Vote unanimous. All right, and I'm going to go ahead and start with you, Supervisor Gordy. Do you have anything for Supervisor's time? [01:50:01] Thank you, Madam Chair. Just a few things I'd like to share. Last week, I met with Sheriff Hill to get an update on what's going on with our sheriff's department. And I appreciate his time to keep us informed. And I know his door is always open to us. [01:50:19] And then on Saturday, I attended the Leopold's Preserve Festival and their fall fest. And it was great to see a lot of our county organizations out in supporting that event. And then yesterday, I joined with Katab and with Luke from our public works department to tour the Valls Ford facility and particularly the composting activities that are there. [01:50:48] If you've not been out there to learn more about that, I certainly encourage my colleagues to go learn more about what's going on there to provide the recycling of a lot of our natural products from the county. For our Jewish community, this evening starts Rosh Hashanah, and I want to wish all of them a Happy New Year. [01:51:10] And I also want to invite everyone out on October the 1st to our VRE stations. We are going to be having our 100 millionth rider. That's pretty awesome. [01:51:26] So we're looking forward to celebrating that milestone for VRE coming up on October 1st. I also want to share my intent to appoint Stephen Cover to the Trails and Blue Waste Council, and I do have one directive. [01:51:46] Deer overpopulation has been identified as a contributing factor to ecological imbalance, property damage, and the prevalence of tick-borne diseases in the region. At the same time, tick-borne illnesses continue to pose health risks to residents of Prince William County. [01:52:02] In light of these concerns, I believe it is important for the board to receive an update from staff on both the status of deer management efforts and the latest information on tick-borne diseases affecting the county. Such information will help guide future discussions and policy decisions regarding effective management strategies. [01:52:19] Therefore, without objection from the board, I would like to direct the county executive to have staff prepare and present an update on deer management and the status of tick-borne diseases in Prince William County. the county executive should also evaluate the feasibility of scheduling a board work session to allow for more detailed discussion of the information and possible next steps. [01:52:41] I've also been asked to have included in the discussion updates on mosquito-borne disease and pest control efforts, and that came from Supervisor Bode's office, as well as the county attorney's office is directed to review any recommendations arising from this work for legal considerations when the report and analysis are complete the county executive should bring the information back to the board either as part of a scheduled meeting or by memorandum as he determines appropriate that's all i have now i'm sure thank you all right thank you so very much supervisor gordy supervisor franklin sure yes [01:53:19] thank you um on yesterday i attended the potomac shores elementary school opening um alongside Supervisor Bailey. Just want to thank all of those in the community that came out. That community is really turning into what it was envisioned to be. That night, myself and Supervisor Bailey also attended an update on the Potomac Shores development, including updates on the town center, the VRE, as well as the elementary school. So thank you to the residents who showed up to [01:53:51] that. Also, today I attended the Federal Workforce Job Fair hosted by Congressman Eugene Vindman. Very good event. It's my understanding that over 900 people RSVP'd for that event, and upon walking in there, it seemed like every single last one of them was there. [01:54:12] So very good event. Appreciate all the vendors who were there providing opportunities and information uh and thank you to congressman vim and his staff for hosting uh last week we hosted or a couple weeks ago we hosted the woodbridge dumpster day um our public works uh team collected 1.5 tons of metal in general trash and so just want to thank our um public works team um as well as those that came out to uh support um as well as my office and staff for uh for uh participating So with that, I yield. [01:54:47] That means you're not getting your time back. I just wanted to let you know that. All right, I'm going to go on to the other end, Supervisor Bailey. Thank you, Madam Chair. Just wanted to say congratulations to Confettis and Cocktails Grand Opening on September the 14th. [01:55:03] We had a wonderful grand opening ceremony for them, a new small business in the Potomac District. And then on the 17th, Aging Gracefully Fall Expo. Thank you to the staff for attending and supporting that program in the Manassas Mall. [01:55:19] On the 18th, Back to School Night with Justin Wilk, Potomac District School Board Representative, my partner in the school board. Congratulations for getting the school year started again. We appreciate all the work that you do. On the 20th, I participated in Grace Fest at Grace Community Church in Dumfries, Virginia. [01:55:40] with 104.1 Cheryl Jackson and the team, and we had a great time interacting with vendors, delicious food trucks, fun youth activities, and just talking to the community. It was about almost 1,000 people there that afternoon. On the 20th, congratulations to Alpha Kappa Alpha Sorority Incorporated, my dear sorority. [01:56:00] We had our anniversary gala at the Fairview Marriott, And we are really proud to serve this community along with the remaining and additional Divine Nine sororities and fraternities. On the 22nd, as Supervisor Franklin said, we did the Potomac Shores Elementary School groundbreaking progress in the Golden Nugget in the Potomac District is moving forward. [01:56:25] And I look forward to the exceptional work that we are going to achieve together, Supervisor Franklin, with the Potomac Shores area. Congratulations to Superintendent McDade and Justin Wilk. On the 22nd last night, I attended with Supervisor Franklin the Potomac Shores Quarterly Developer Meeting. [01:56:43] It was robust. It was engaging. And I think we are on the road again to solving problems but enhancing the level of service to that community. And thank you to Congressman Vindman for his federal workforce today that we held in my district at the Forest Park High School. [01:57:02] I mean, it was crowded, and people were engaged, and it was good interaction. And so we are very grateful for our partnership with Congressman Vindman and his team. And so we look forward to how we can serve and help people to find jobs so they can feed their families. On the 27th, we will be having the Potomac District Dumpster and Shredding Day at Washington Reed Preschool here in Dumfries on Route 234. [01:57:30] The time for that will be 9 a.m. to 12 p.m. So, please, if you have anything you need to dump or you need to tread, please come and participate with us. Thank you, Madam Chair. All right, Supervisor Bode. Thank you, Madam Chair. Just a few quick things from me. [01:57:47] Again, since we don't meet again after this until we get into October, I just want to remind everyone that our Occoquan District Dumpster Day for the fall will be Saturday, October 4th, So not this coming Saturday, but the Saturday after that from 10 to 1 at the Lake Ridge commuter lot off of Old Bridge Road and Minerville Road. [01:58:03] And once you're done there, you can head over to Second Annual Public Safety Fall Expo. We heard about it earlier over at Smitsner Stadium just outside the county complex here. There'll be exhibitors, an egg drop challenge where apparently if you win the egg drop challenge, you get a ride on a fire engine. [01:58:19] Very exciting. Child safety seat check by music. Celebrities such as Sparky the Fire Dog, McGruff the Crime Dog, and Smokey Bear. activities and games and food trucks so i just wanted to highlight this because i took my son miles last year um he was three he was about to turn three then he'll be four next week if anyone can believe it but he had a blast it's really really great time family fun you know we talk about uh events and things for teens and children and other things and families this is definitely one of them so wanted to highlight that again that'll be on october 4th and that one will be from noon until 5 over at Fitzner Stadium over here in the county complex. [01:58:59] Then finally, on Saturday, October 18th, I've said so before, but I'll say it again, we are having our Barktoberfest over at Canine Gutter Dog Park just up Mindyville Road near where my office is. We will have a celebrate. It'll also serve as a celebration of the ADA improvements that we were able to get in there earlier this year and also just highlight and uplift the fact that a lot of people don't realize we have a dog park that is operated publicly in the county. [01:59:22] You can take your dog there every day, dawn until dusk. So I just wanted to say that we'll also have Dave's Dogs. I said that before. We'll have some other vendors there. We'll have a couple of the animal rescues there. We'll also have adoption. So if you're looking for a pet for the fall, come on by. [01:59:39] Canine Gunner Dog Park, October 18th, Saturday, 11 to 1. Thank you, Madam Chair. All right, Supervisor Angry. Did you know I used to be Sparky? That's right, I did the whole mascot thing. Henry, just don't let you know that. [01:59:54] Much respect. All right. Just a few things. So, first of all, Saturday I attended the Teens on the Right Step, and I want to congratulate Leviticus, Levi Bass, and John Doughty for putting that together. [02:00:12] It was well attended. And, you know, our Deputy CXO, he was here with us. Mr. Elijah Johnson was there with us. Great turnout, great time. The youth had a blast. So I look forward to that next year. We've got to make that an annual event. [02:00:28] That was really good. So our dumpster and shred day, we were able to collect 0.38 tons of metal and 1.26 tons of trash. So it went very well. Our shred was very well attended. I don't have the numbers on that yet, but, you know, those events are always a good event. [02:00:47] Dale City Volunteer Fire Department is holding their fall festival Saturday, October 25th from 1 to 3 at DeSanto Community Hall. And I want to make sure that we all know where we're going to be. Let me find that here. This Saturday at Bob's headquarters at Giuseppe's. [02:01:09] And that Saturday from 1 to 4, Giuseppe's, they're going to do a celebration of life for Supervisor Bob Wears. So I hope you all can join and attend and just celebrate Bob's life with us. I have a, well, before I give my directive, let me just repeat and highlight what Chief LaBelle said earlier about your cell phones. [02:01:31] I saw a lot of looks on people's faces, so I want to reassure you all that what he said is 100% true. So if you're charging your phones in your bed or want some type of material, please stop doing that. And if you don't have the appropriate charger for your phone, when your phone gets hot in your hand, it's getting hot for a reason, because it's not used to that power getting And it does charge it, but it also could explode on you. [02:01:56] I'll just say that. So check those chargers. Make sure you have the right ones for your phone, for really any device that you use. And please, please, please put them on a hard surface because that's the best place, especially overnight if you're going to let them charge overnight. So just as we get into Fire Prevention Week, think about all these things because it will really save a lot. [02:02:17] Okay, so just want to reiterate that. And I have a directive here I just want to give. Without objection, I'd like to issue a directive regarding the Landing Town Center. I would like to direct the county executive to work with staff to ensure that an indoor sports facility, consistent with the original concept of the sports and events complex, is included for consideration as part of the ongoing Landing Town Center due diligence and visioning process. [02:02:45] The county executive is directed to include the indoor sports facility as one of the potential scenarios to be considered by our consultants, while maintaining the flexibility to adjust its size, scale, and design based on financial feasibility, marketing realities, and alignment with the overall vision for the town center. [02:03:05] The county attorney's office is directed to review the information and recommendations for any legal issues. When the due diligence and visioning process is complete, the county executive should report back to the board with the outcomes and recommendations during a board meeting or by memorandum as he determines appropriate. [02:03:25] So I just want to say one thing on this, because isn't that, I don't know if Christina Wynn is here, but I know when we talked about that, it was going to include the possibility under a sports book. There was some language that I was told was missing, and I want to clean that up to ensure that that language, that they understand, that's in there. [02:03:46] Okay. All right. Because I wasn't sure if it was duplicative. All right. Thank you. Supervisor Franklin, did you have something? Yeah, I have a question, actually, and I don't know who's the question for. But obviously, I've been very supportive of the indoor sports facility. [02:04:03] So I guess my question is, does this directive guarantee that an indoor sports facility is included in this project? Or what's the difference between this? Because I want to make sure that it is 100% included in this project instead of a possibility. [02:04:26] Mr. Hugh, address the board. Madam Chair, members of the board, Wade Hugh, Deputy County Executive. of so yes this will clarify the sizing of the rec center that we're looking at or the sports indoor sports complex that we're looking at it'll so yes now what we did put in there too is we'll kind of look at the marketability too that's what the consultants will do so it'll come back in terms [02:04:57] of the sizing and what all fits right uh clarification for the public it's not in uh it's not a rec center indoor sports facility and two so is that a yes that is definitely included or it's a possibility no that's that's what we'll direct the consultants to make sure it's included okay thank you so here's the concern i am going to voice it again and i voiced it before i'm not opposed to an indoor sports facility but i don't think that we should pay for it by [02:05:34] themselves because there are so many other organizations out there and i've had developers approach me on this this is why i voted down the last one there are developers who are willing to do a public-private partnership. And I feel like the last time, you know, I wasn't here for the entire process, but we were going to build it and someone else was going to run it. And that was just a no-go for me. So I just want to be clear that I will not vote for any indoor sports facility if it's going to be 100% taxpayer funded. I want to make sure that we are looking for outside [02:06:09] partnerships. That is critical. Yeah. And the reason I gave this clarifying directive is because I just want to be clear that we are looking at an indoor sports complex. Now, whether it's public-private partnership, how we get there, I just want to make sure that it is on the table for this development because there seem to be some, what I just read was language that was needed for them to pursue. I don't know if they were headed in that direction. I just want to make sure we're still looking at an indoor sports complex. How we get there and what the rest of that looks like we can discuss on the journey when it's brought back. I just want to make sure that it's [02:06:46] still a part of the package i'm sorry supervisor voted were you going to say something or i was thank you madam i was just going to say that i appreciate the conversation here um i've been supportive of the indoor sports complex for a while understanding that you madam chair i know that you had some some concerns around the funding mechanism as was said in my understanding is this doesn't make it so it's exactly how it was before in terms of having someone else pay for it just making sure it's embedded into the work that's being done in the body of work for the town center [02:07:13] So, such that it's contemplated in the scenarios that are being given to the consultant, and so they can explore things like P3 partnerships, other types of funding mechanisms that we know exist in the market, to your point, just making sure that it's definitely in there, doesn't get lost in all the other work that's being done on the town center. [02:07:31] And I know that we still have, oh, Supervisor Bailey, I'll get to you. I know that we still have, I guess Christina's not here. I mean, that's why Wade Hughes. From what I understand, it was going to be a possibility and a strong possibility. I would honestly, I'm not opposed to it, but I would have liked to see what other scenarios are. But I'll get to Supervisor Bailey. [02:07:50] Thank you, Madam Chair. I appreciate the conversation as well. And Supervisor Inger, I appreciate the parameters, because I think that's something that we didn't have before. But I think with the parameters, it opens it up for us to look at the PPEs as well so we know in what direction we're going in terms of funding as well as we're having those future discussions. [02:08:15] So I appreciate the parameters. All right. I don't have anyone else, so all right. I'm going to go ahead. So a couple things. I am working with Dale City Civic Association next week, Tuesday, September 30th at 7 o'clock. [02:08:33] We're doing a community safety town hall, and it's going to be at the Dale City Church of Christ. So I'm very excited about that. And I am also going to have a table at the Fire and Rescue Expo on, you know, as other people mentioned, on Saturday, October 4th. [02:08:48] Again, that is a really fun event. Looking forward to it. And I will also be on Saturday at Supervisor Bob Weir's Celebration of Life. I mean, it's kind of not the same, you know, with that empty seat. I also, I have a directive, and this was born out of a few conversations I've had, most recently with Tracy Blake, who represents Neabsco on the school board. [02:09:11] There's a lot of concerns, you know, obviously in Neabsco about vape shops. There's also concern in other parts of the district that they, you know, end of Montclair on Waterway and Cardinal, there's a vape shop. And, you know, there was a lot of concern I've been hearing from the community about this. [02:09:28] And really having a great conversation with Tracy Blake, we were both at the ground, breaking as well for the New Potomac Shore School. We had a really in-depth conversation. And so this is born out of that conversation and, again, a few others. So without objection, the General Assembly has provided localities with discretionary authority to regulate the retail sale locations of tobacco products and hemp products intended for smoking, including their proximity to a child day center or a public, private, or parochial school. [02:10:03] Other localities are considering using this authority, and I would like to explore this option as well. Therefore, without objection, I would like to direct the county executive to work with staff to review Virginia Code Section 15.2-912.4 and provide the board with recommendations and proposed next steps for the board to consider in potentially regulating the retail sale locations or retail tobacco products and hemp products intended for smoking. [02:10:31] The county executive is directed to bring back any appropriate recommendations for the board's consideration. Such recommendations should, where applicable, include timelines, fiscal impacts, and other pertinent impacts for the board's consideration. The county attorney's office is directed to review the information and recommendation for any legal issues. [02:10:51] When the research and work is complete, the county executive should report back to the board with his analysis and recommendations during a board meeting or by memorandum as he deems appropriate i don't see any objections so i thank you everyone this is again a very important um topic for us to consider and with that we are going to move into um close [02:11:17] session thank you are we back are we rolling is mr gordy there all right thank you everyone we are back from close session i'd like to get a motion to certify close meeting so move second all right [02:11:46] let's go ahead and take a vote on that there is supervisor gordy hi thank you sir vote unanimous all right and there is nothing to close out and supervisor franklin has something very important she wants to say madam chair yes motion to adjourn thank you all right i know let's go ahead and take the vote so i can hit the gavel i don't know kenny you do supervisor gordy hi [02:12:21] thank you sir vote unanimous and we are done thank you ---------------------------------------------------------------------- Coraggio Consulting ยท aguyonx.com
