[00:06:54] Chair Lady has performed an initial review of Mr. Moon's request, and having found it to be in compliance with the school board's remote participation resolution, she has approved the request. Mr. Moon, please check your audio and video. Looks fine to me. Thank you. [00:07:15] I now ask board members who are physically present to vote on the following. All those in favor of confirming the chair's approval for Mr. Moon's request opposed? Okay, in favor? Mr. Frisch, Ms. Anderson, Ms. Marin, Ms. N. Joss Cumming-Cunning, Ms. Lady, and Dr. Anderson and myself. [00:07:43] Dr. Anderson did not. Okay. So we have how many? Okay, who's opposed? Dr. Anderson, abstain. Clerk, please announce the vote. [00:07:59] It's 6-1. Mr. Moon's participation is confirmed. Thank you. Good evening and welcome to the public hearing of the Skyview High School Boundaries. The timer will start when you begin to speak, and the timer will sound after two minutes. [00:09:00] Please ensure that your remarks are limited to the Skyview High School Western Pyramid Superintendent's preliminary boundary recommendation and that your remarks adhere to the school board's expectation for community participation. Included in those expectations are that only one person is allowed at the podium when speaking. [00:09:20] Neither adults or children may accompany a speaker at the podium. Copies of all expectations are available at the back of the auditorium. [00:09:56] When your name is called, the clerk will call your name two times before moving on to the next individual on the list. You may find copies of the speaker or speaking order in the back of the room or the board docs. Madam Deputy Clerk, please call our first speaker. [00:10:14] Gracia Rutser. My name is Gracia Rutser. I live in Fox Mill Estate, which is recommended to be rezoned from South Lakes to Skyview High School. As a rising 8th grader, I would be the first class to be zoned, and I am advocating for an opt-in model. [00:10:34] I've been excited to be a high school student since I was little. The choice of classes, being at a large school and dressing up as part of the hype squad, the chance to experience all of that is in jeopardy for middle school students slated to be rezoned. It causes me stress not to know what options there will be for students. I play the violin. At what point will there be a full orchestra? [00:10:53] Skyview has been highly promoted for its tech pathways, but what about the kids who aren't interested in those paths? For me, it is stressful thinking about trying to navigate a new school that is creating cultures versus one who has them up and running. Athletics will likely be introduced in my freshman year. What sports will Skyview have enough students for and when? [00:11:11] When will an actual stadium be built to house a varsity football team, cheerleaders, dance team, and a marching band? Will there be enough girls for flag football? None of us know the answers to these and many more questions. Let's talk homecoming, the time when both the pyramid and community come together. [00:11:27] I have marched in parades, had spirits days, even in elementary school, and watched my neighbors get dressed up for the dance. Homecoming is about recognizing alumni, Skyview is none. Skyview students will not get this experience for at least a few years. I want the opportunity to have upperclassmen to learn from who help set the tone, who model leadership. [00:11:48] I am worried about establishing a social group. It is said at the boundary meetings that kids are coming to Skyview from all over the county. When the new friend I meet lives across the county, what does that look like for having friends to hang out with in person. What school game do I go to on a Friday night? For some schools you have to have student ID from that school to attend. Where does that leave me as a Skyview student? So I asked this board to vote for Skyview to be an opt-in option until such a time that Skyview has full classes of 9th through 12th grade and the academic and extracurricular options are [00:12:20] known. I get to do and experience high school once in my life. Alakshi Nanagotil. Alakshi Nanagotil. [00:12:46] student one student one carlos nazario good evening school board members and fcps staff my name is carlos nazario and i live in the stone brook at westfields community i'm a rising eighth grader at rocky run middle school where i participate in advanced academic [00:13:24] coursework maintain straight a's and have worked hard to grow academically and personally i'm here today to respectfully ask the board to keep stone brook assigned to rocky run middle school and chantilly high school instead of reassigning us to stone middle school and westfield high school to adults rezoning may look like lines on a map but to students it is much more than that it affects our friendships our routines our confidence and our ability to feel secure at school rocky run is where i have built relationships with classmates and teachers chantilly high school is a school [00:14:00] path my friends and i have been preparing to look forward to in january of this year after the previous rezoning decision kept chantilly as our assigned high school my family and i finally felt relief we believe the uncertainty was over but now only months later that uncertainty has returned we we and it has created stress but during a time when students should be focused on learning growing and preparing for high school middle school and high school are critical years a sudden reassignment can affect a student's sense of belonging emotional well-being and [00:14:38] academic performance. For a small community like Stonebrook, this change would be deeply disruptive. Please consider the students behind this decision. Please protect our stability, our friendships, and our academic path. I respectfully ask you to keep Stonebrook at Rocky Run Middle School and Chantilly High School. Thank you for your time and for listening to students who are [00:15:01] directly affected. Student 2? Student 2? Student 2, can you hear us? [00:15:41] Hi, I am the students at Franklin Middle School and I'm going into 9th grade at June Tilly this year. I walked 5 minutes to and from school. The redistricting room had me ride a bus for 30 minutes to Carson. This is crazy to me. Why would I go on a 30 minute non-AC bus with a lot of kids instead of walking 5 minutes? [00:16:17] Just because some parents wanted their kids to stay with their non-IAP friends from Akel, if you don't want your kid to lose their friend during their school for two years, then don't push them into person. That's the solution. Don't make people who can walk less than half a mile sit on a bus with a bunch of kids for 30 minutes. [00:16:36] Look, my friend has to do that exact thing. They have to drive 10 minutes to the bus stop and then have a 30-minute bus ride. They don't like it. Those seats aren't comfortable. They don't go home for another 15 minutes after school ends, sometimes an hour. If I had gone to Carson, I would have had to wake up at 5.30 instead of 6. [00:16:58] Don't change the people who shouldn't be changed just because a few people want their kids to stay with their friends and have the Carson AAP program. That's not our problem. Don't move us, where it would be worse for us. Ishan Rogaram. Good evening, board members and members of the community. My name is Ishan Rogaram, and I'm a rising 10th grader at Chantilly High School. [00:17:38] I'm here tonight on behalf of the Walney Village community. First, I'd like to thank you for listening to our concerns and for considering retaining Chantilly High School for the Walney Village community. For me, this isn't just about changing schools. It's about safety and staying connected with our neighborhood. [00:17:57] If our community is reassigned to Westfield High School, students who bike or walk would have to cross Route 28 during the morning rush hour, and that simply isn't a safe route for us. The commute after school can also be challenging, as many students stay late for clubs, sports, and other extracurricular activities and late buses aren't available every day. [00:18:16] That means longer rides for parents or students having to walk home which could take over an hour. Chantilly High School has been our community's high school for more than 25 years. Keeping Walney Village at Chantilly allows us students to continue learning alongside our friends and remain connected to the close-knit community we've built over the years. Our community has shown its support by collecting more than 300 signatures from residents across Walney village and neighboring communities. This demonstrates how strongly our families care about keeping our neighborhood together. On behalf of only village community, I respectfully ask for your support in retaining Chantilly [00:18:55] High School as you make your final decision. Thank you for your time and your thoughtful consideration. Sahasra Nandana. Good evening, I'm Sahasra Nandana and I'm a rising freshman coming from Rocky Run Middle School going to Chantilly High School. Stonebrook at Westfields is getting rezoned from Chantilly High high school to Westfield High School. I would like to propose two points. This may [00:19:34] not apply to all students but it will for rising freshmen and sophomores. I believe starting over in a brand new school after already have spent a year or two at Chantilly High School will be really hard on students especially because we have to leave all our friends, teachers, and communities that we've developed. It's also going to be really hard to leave the sense of pride that we've built in that we built in school. I also believe having to start over at a new school will put a lot of pressure and stress on students. Another point [00:20:10] that I'd like to raise is that students are enrolled in a lot of after-school clubs and commuting from school to home is much more familiar and safer due to the already existing walking and biking paths that go from Chantilly High School. [00:20:26] Thank you for listening to our requests and I hope that FCPS board can not only consider parents requests but also the students affected thank you student 3 student 3 you signed up as a walk-in and asked to not have your name read student 3 if you were a student and signed [00:21:03] up as a walk-in and asked to not have your name read you are student 3 joy huang good evening everyone my name is joy and i live in stonebrook at westfield tonight several stonebrook residents are here together for those who cannot make it they have each signed the letter in the binder [00:21:41] that we have already presented. We are here to respectfully ask you to keep us with Rocky Run Middle School and Chantilly High. You already heard from our student perspective. You will hear from the rest of us on student safety, commute, planning and transportation, community continuity. [00:22:00] Together we hope these perspectives provide a complete picture before the board makes a final decision. We are asking you if you need more time to delay the vote and not rush to the final decision. I do want to draw your attention on consistency. For the updated proposal, our neighboring community warney village court was revised back to Rocky Run and Chantilly High Pyramid. I believe that was the last minute change as I have been tracking them and I see that change specifically on Tuesday, July 7th after the July 2nd release. However, I'm surprised to learn that [00:22:37] Our community, Stonebrook, located immediately adjacent to Warnie Village Court, if you see the map, remains assigned differently despite sharing the same roads, transportation network, and safety concerns. When two neighboring communities share essentially the same conditions, they deserve consistent consideration. [00:22:57] Please keep our community together. We are a small group with just a few school-age kids who would have minimal impact on school capacity, but you actually, your decision makes a big impact on their life and their family's life. So please keep us with Rocky Rock Middle School and Chantilly High. [00:23:15] Thank you for your time. Catherine Stewart. Good evening, members of the school board, Dr. Reed and FCPS staff. [00:23:36] My daughter is a rising 11th grader at Westfield High School. I also have two younger sons who will one day attend Westfield. My daughter has had a great experience at Westfield so far with supportive teachers, academic rigor, and a fun sense of community. She is actually excited about the purchase of Skyview and the subsequent boundary that the adjustments will fix the overcrowding at Westfield. [00:23:59] However, we don't want Westfield's capacity to go so low that they can no longer offer the full slate of programs that are currently offered. For example, my daughter is hoping to take AP Psychology or AP European History her senior year. These are both niche classes that I'm concerned may not be offered with a significantly reduced population. [00:24:17] The current boundary proposal puts Westfield at 72% capacity. FCPS's target is at least 80% utilization to be optimal. So please don't let the percentage dip lower than 72%. And if there's a way for us to get closer to 80, that would be even better. [00:24:32] But I'm also here to suggest that in order to strengthen Westfield in the face of lower enrollment, that we could have an academy program at Westfield, potentially moving some or all of the Chantilly Academy courses there. One of the strongest programs at Westfield is our American Sign Language program. [00:24:49] Westfield's one of only six schools in the county to offer American Sign Language classes, and we host an annual Voices Off Dinner which allows students to interact with local members of the deaf community. We currently have two ASL teachers and we offer ASL levels one through four. If we could establish an ASL Academy program at Westfield, we could retain the strength of that program even in a smaller student body. In addition, Chantilly's Air Force ROTC, health industries cyber and teachers for tomorrow programs may also be portable enough to move to some of the newly available classrooms at Westfield. [00:25:21] Finally Westfield is very close to the Sully Police Station and the Fairfax County Criminal Justice Academy making it a great location to move the criminal justice program from Chantilly. Please keep help us keep Westfield strong with diverse programming throughout this boundary process. For those currently in the audience we have announced all student names for those who signed up as a student if you signed up as a student and we didn't announce your name you would have walked in then you need to come see us because you are student three so please come see us if you had signed up as a student and we didn't call your [00:26:00] name Michelle Meng the evening chairs board member and the superintendent of three I'm a parent at Oak Hill Elementary School thank you for the opportunity for speak tonight I'm here to respectfully ask the father to reconsider the proposal that would move our neighborhood from Franklin Middle School to Castle Middle School as part of the Skyview High School boundary study. Our neighborhood is immediately ejection to Franklin Middle School just [00:26:39] the south of Franklin Farm Road between Franklin Farm Road, this corner road and the Thompson Road. Many students can walk to Franklin Middle School in about five minutes and for some families the school is directly across the street. Franklin Middle School is truly our neighborhood school. We understand the challenge of opening school, Skyville High School, and the balancing enrollment. However, we ask that this process continue to follow FCPS priorities including walkability, transportation efficiency, and student safety. First, this proposal eliminates walkability. Students who can safely [00:27:16] walk to school today would become bus rider to a further school. Second, it It reduced transportation efficiency by creating additional bus roads, longer commutes, and increase the cost with limited system-wide benefit. Third, it impacted students' daily life by adding significant travel time. [00:27:35] Students who currently work just a few minutes to school would need to leave home 30 minutes earlier each morning and arrive home 30 minutes later each afternoon. This means reducing time for sleep, homework, family, and school activities. [00:27:51] We respectfully ask us about to keep Franklin Farm Road as a boundary between Franklin and Carson Middle School, allowing neighborhood south of Franklin Farm Road to remain at Franklin Middle School and maintain their current middle school and high school. Thank you for your time, service, and congratulations for our community. [00:28:09] Thank you. Kim Rettzer. Good evening. I'm here as a South Lakes community member to talk about the impact of the proposed rezoning. [00:28:29] During the Divisionwide Boundary Review, current enrollment, projection, and percent utilization data was provided to the community, but for the Skyview process, only percent utilization was used. This measure doesn't adequately communicate the impact of changes. It was July 9th we first learned the projected enrollment of Southlakes was dropping to about 2,000 students. [00:28:48] Also note that the percent utilization provided for Southlakes increased across the two boundary processes while the enrollment actually decreased. I'm not sure how to trust the data. Based on data for new development, Southlakes is supposed to gain 700 students. Over what period of time? [00:29:04] Based on Fairfax County government's change over time document, residential housing grew by over 4 million square feet between 2020 and 2025, yet membership data shows enrollment at Southlakes fell by 143 students. Furthermore, Southlakes was once projected to reach an enrollment of 2,700 students. [00:29:21] Southlakes enrollment has never come close to that, yet Reston has continued to grow. Again, it makes it harder to trust the projections. Since Southlakes was redistricted around 2008 to include the very neighborhood that is now being removed from its boundary, increased enrollment allowed for more programming options. [00:29:37] A few of those include the IB career-related program, AVID, athletic leadership, game design, data science, and four new IB courses, and we know high schools much more than classes. Southlakes has grown its athletic programs, added 20-plus new clubs, reinvented the theater program, and parents have re-energized booster groups. [00:29:53] With no faith in projected growth data, I find it unlikely Southlakes will be able to sustain the level of robust programming they currently offer as enrollment declines. And staffing an IB school is not like an AP school. I did it for 12 years and invite you to reach out if you'd like more insight. Kids in the Southlakes community deserve to have all the opportunities for academic, extracurricular, and social growth that kids at other schools have. [00:30:15] It's unacceptable that Southlakes was not represented on the BRAC until recently. I hope you'll continue to ask questions and ensure you're making fully informed decisions before you vote Thursday thank you Rohini Khadari good evening school board members Dr. [00:30:39] Reid and sir FCPS staff my name is Rohini Khadari and I am a resident of the boulevards at Westfield thank you for giving us the opportunity to speak we also want to thank Ms. Seema Dixit and Dr. Reid and FCPS team for meeting with our community and listening to our concerns I'm here today because the proposed goal assignment is not safe for our community children and I respectfully ask you to retain retain Chantilly High School as our assigned high school the the boulevards at Westfield has 187 homes 96 condos and 91 townhomes we currently have fewer than 15 high school [00:31:16] students and fewer than 10 middle school students moving such a small number of students create little capacity benefit but has a major impact on our families our community is located next to Route 28 Chantilly High School is one on on one side as our current assigned school. [00:31:34] Westfield High School is across Route 28. Re reassigning us to Westfield requires students to travel near Route 28, I-66 ramps, highway entrances, wide intersections and heavy traffic. This school assignment is not safe because it forces our students into a higher risk transportation corridor every day I respectfully ask the school board to prioritize students safety before the final board decisions please retain Chantilly high school as an assigned high high school for the believers at Westfield along with our current middle school assignments please consider a [00:32:13] targeted adjustment for our small community it would have minimal impact on overall boundary plan while protecting our students as preserving a safer more practical school pathways thank you for your time and [00:32:27] considerations Mary McLean Mary McLean Miss McLean can hear us it's your turn [00:32:56] Miss McLean good evening my name is Mary McLean and I'm the parent of three [00:33:42] teenagers including a rising senior at Westfield high school and an FCPS special education teacher I have lived with my family in the Westfield pyramid for the past 23 years I would like to address my concerns with the process used to develop the boundaries for Skyview high school this proposal appears inconsistent with the intent of FCPS boundary policy 8130 the policy calls for boundary decisions that balance enrollment and capacity maximize effective use of school facilities considers impacts on educational programming and student well-being and include meaningful community engagement throughout the [00:34:18] process this proposal falls short on each of these principles specifically this process will lead to an enrollment decrease of 26% at Westfield in the next few years. The magnitude of this change was not communicated until the most recent boundary maps were released, and there have been no meaningful attempts by the school board to rectify it that I've seen. [00:34:38] Statements about proposed construction in the area potentially bolstering Westfield's enrollment numbers in the next few years are cold comfort to families who currently have middle or high school-aged children. There have been some social media posts on various platforms and boundary maps that were published and hastily edited on FCPS's own website that showed how neighborhoods that were initially reassigned to Westfield were removed from consideration without reasonable explanation, while other neighborhoods that did not have outsized political influence were moved in regardless of additional hardship that such a move [00:35:13] would cause these communities. There has been no proactive outreach to explain what is happening or why. These changes will be especially challenging for our students with special needs, our dually identified students, and our MLL students, as well as our two e-learners. [00:35:31] I would respectfully ask everyone to reconsider how this is going to affect Westfield and our boundaries going forward prior to your vote. Thank you for your time. Yukendran Machakale. [00:35:52] Good evening, everyone. My name is Yukendran Machakale. I am a resident of Bollywood at Westfield. I am here today because the proposed school assignment is not safe for our community children and I am respectfully ask you to retain Chantley High School as our assigned high school. High school students like to walk, bike, drive and they don't solely rely on bus transportation like elementary school [00:36:27] kids. Many of our high school students participates in sports, club and other after school activities many of which takes place outside regular bus hour kids usually come back home either by bike or driving by by themselves new teen drivers are still gaining experiences the proposed route include route 28 highway ramps merging traffic large complex intersections teen drivers should not be pushed towards these more challenging road and conditions [00:37:05] when a safer route already exists under our current assignment to Chantley High School. Chantley High School assignment is safe for our students and more practical for our family managing after school transportation. Many of our people in our community work in DC making pickups at Chantley High School easy and convenient. Reassigning to Westfield would add another 30 minutes to our daily commute and which will create a lot of stress for us. [00:37:40] New school assignment is not safe because it increases the daily transportation risk for the students and for the parents. I would respectfully ask the school board to prioritize student safety before you make final decision. Thanks for your time. Sarah Conway. Sarah Conway. [00:38:19] good evening dr reed and members of the school board my name is sarah conway and i'm a parent in the crossfield elementary community which is the primary oakton high school boundary area subject to the western family review i'm here to voice our strong support to the superintendent's final recommendation this plan preserves our stable neighborhood pipeline from crossfield to oakton high while implementing a common sense middle school shift from rachel carson to franklin middle this position is backed by community cohesion the county's facility and transportation data and the original tent of this capital project. Looking at the historical records from [00:38:55] the approved FY 2020 through FY 2025 capital improvement programs, the funding for this new western high school was explicitly triggered by acute over-enrollment at Westfield, Chantilly, and Centerville. While Oakton was nominally grouped in very early geographic planning, the operational data does not support disrupting. FCPS facility data from the FY2026 CIP shows that oaken high is already operating on a stabilized enrollment post renovation which expanded its capacity and is projected to remain steady long term additionally recent transportation analysis [00:39:30] confirmed that sending frost field boundary students to skyview yields zero measurable travel efficiency actually resulting in a longer average west ride to skyview than our current open commute grassier community supports the proposed middle school shift from rachel carson to Franklin Middle School. This specific realignment addresses the capacity strain at Carson while cleaning up a legacy split feeder pattern. By leaving Oakton's boundaries completely full, the superintendent's final recommendation accurately aligns with the project's true data-driven mandate. I urge the board to reject any late-state amendments, preserve our neighborhood pipeline, and adopt the superintendent's final math ad button. Thank you. [00:40:14] Kaladar Nandana. Good evening, everyone. Myself, Kaladar Nandana. I'm a parent of a rising freshman, and I'm a resident at Stonebrook at Westfields. [00:40:34] Yeah, I would like to echo my community on the feedback of the current proposal. Yeah, I would like to focus on the students safety, as many parents, you know, talked about it. I mean, we understand that, you know, the bus transportation is available for the students, but the students is much more than the school regress, school timings. [00:40:53] It's all the extracurricular activities, after-school activities, sports, and hanging out with the friends, and maybe weekend events, right? So under the current proposal, our community is stacked with the Stone Middle School and the Westfields High School. [00:41:08] So we had to cross through the Braddock Road and the Route 28, which has many unsignaled roads. You know, it has to cross through the several exits and the entries of the US 28 route. So I mean, even it doesn't have the complete walk sites in comparison to the existing Rocky Run and the Chantley High School, it has the continuous safety much safety you know the work sites students can utilize it so we respectfully ask you know to consider the student safety at the center of the decision and thank you so much for giving us the opportunity to you know provide the feedback the school board thank you [00:41:52] good evening school board members dr reed and fcps staff my name is pram hamilpur i am a resident of the boulevard westfields thank you for giving us the opportunity to speak We also want to thank Miss Seema Dixit and Dr. [00:42:16] Reid and FCPS team for meeting with our community and listening to our concerns. I'm here today because the proposed school assignment is not safe for our community children and I respectfully ask you to retain the Chantilly High School as our assigned school. [00:42:32] Our concern is based on the direct and real world experience. Families walked, biked and drove to the proposed route and students themselves participated in these route assessments and students told us they did not feel safe crossing near the highway ramps and we documented the proposal proposed walking and biking routes and shared our finding with FCPS. We also documented the safer routes to Chantilly High School and Rocky Run Middle School that our children currently use to walk bike or [00:43:06] drive to school. In addition we also obtained the crash data from official sources and shared with the FCPS in last five years the two main intersection where our children has to cross it recorded like 278 crashes and including 93 injury crashes and 142 injuries of these crashes 59 involved teen drivers ages 15 to 19 and 78 involved young drivers ages 15 to 20. [00:43:38] So these numbers reinforces our concern that the proposed route presents serious safety risk, particularly for bikers and inexperienced student drivers. So this school assignment is not safe because both our real world experience and the crash data shows that the route is unsafe for our community's children. [00:43:57] So I respectfully ask the school board to prioritize student safety before the final boundary decision. Priya Patel. Priya Patel. [00:44:13] Carlos Nazario. Good evening, school board members, FCPS staff, and Dr. Reed. [00:44:31] My name is Carlos Nazario, and I live in the Stonebrook at Westfield community. You already heard from my son earlier. I'm now here as a concerned and supporting father. I'm here tonight to respectfully ask that Stonebrook remain assigned to Rocky Run Middle School and Chantilly High School. Our community has attended meetings, shared concerns, and provided counter-arguments to the reasons being used to justify moving our school pyramid. [00:44:54] But meeting after meeting, it feels like our voices have not been truly heard. The message we have received is that Stonebrook is simply a number in a boundary process. And in order to keep us in our pyramid, FCPS just needs to move someone else. But our children are not numbers. [00:45:11] They are students with friendships, routines, teachers, supporting system, and academic paths already in place. Moving Stonebrook alone, not as a part of a larger group under current schools, create a serious social and emotional burden. Our children will be asked to start over without the peer support that makes transitioning easier. [00:45:29] The decision is not just about maps, capacity, or numbers. It is about students' stability, confidence, mental well-being, and academic success. Middle and high school are critical years, and unnecessary disruption can have lasting effects. We understand the board has difficult decisions to make, but we ask you to look beyond the data points and consider the real students and family who lives with the outcome. [00:45:54] Please protect our children's stability, friendship, and academic paths. I respectfully ask you to keep Stonebrook assigned to Rocky Mountain Middle School and Chantilly High School. Thank you. Olzaz Shajkenov. Hello everyone, my name is Olzaz Shajkenov and I live in the boulevards at Westfield with my family, two kids. I'm here today because my student safety must be the highest [00:46:29] priority. We strongly oppose moving our students from Chantilly High School to Westfield High School. The proposed route to Westfield is not safe. It requires crossing or traveling along Route 28 busy highway ramps as many mentioned my neighbors my neighbor adult with kids they were t-boned at that intersection so they're still recovering so it is a real concern also my neighbor mentioned the crash data and showed the numbers proving that point that making that change we don't have a lot [00:47:09] of students and i understand the other part of the westfield they would like to have a more funding money to support their programs but our students and we are not just the percentages and numbers you know safety is important for us for our kids for our community and we've tried we've traveled to proposed uh changes and they're not safe and i understand maybe uh for county members you might not be familiar with the all the neighborhoods you might not be familiar with [00:47:46] everything and then you just look at the map and then it makes sense oh let's add this neighborhood let's take out this one but we're not just the numbers and there has to be some sort of common sense when there is a busy highway crossing it there that you can't just take take out one neighborhood and add somewhere else to make some other group happy i understand there might be funding concern the students at other parts of the school that they're losing to the skyview [00:48:16] they're concerned that they might not have programs christopher holbert christopher holbert [00:48:32] joe yao huang joe yao huang daniel glenn okay mr glenn you're up mr glenn can you hear us [00:49:09] hello good evening it's your turn mr glenn you can go ahead and start oh good evening [00:49:53] thank you to the chair school board members and superintendent for holding this public hearing i'm a proud fcps alumnus and parent the superintendent's recommendation for skyview high school's boundaries are reasonable and follow fcps policy 8130 i participated in this boundary review process for months and believe that the superintendent's recommendations serve the long-term capacity needs for the western area of the county and take into account the community's feedback the primary goal of this new school is to serve the immediate area in the McNair and Flores communities. Students in this area currently commute all the way to Westfield [00:50:33] and South Lakes High Schools. This proposal grants families in the Centerville Road corridor the same right to a neighborhood school experience that the rest of the county takes for granted. Additionally, the Silver Line is driving up significant population growth. Fairfax County planners know it and the inclusion of the Silver Line Elementary in the CIP proves it. New construction in the coming years will likely repopulate South Lakes and Westfield in the near future as well. [00:50:58] the boundary recommendation relieves overcrowding at several schools cuts commuting times and reduces split feeders the proposal also takes into account projected population growth which ensures long-term attendance zone stability is a stable sustainable and fundamentally fair map i strongly recommend that the board adopt the superintendent's recommendation for the skyview [00:51:20] high school boundaries thank you sheila kathuria good evening everybody my name is sheila kathuria and I live in Chantilly Green Estates which is also along the Centerville Road corridor. [00:51:45] We're in a neighborhood north of Route 50 but south of Skyview High School. Our neighborhood sits along Centerville Road, the main north-south road leading directly to Skyview. We are just outside the Skyview boundary, only about a quarter mile south of where it ends at at Lee's Corner Road and Centerville Road. [00:52:09] Chantilly Green Estates, along with the neighboring Armfield Farm and Chantilly Place, have 12 students, including my rising ninth grader, to my knowledge, who have opted in to the amazing experience that's going to occur at Skyview for the upcoming school year. [00:52:25] A Skyview bus, more likely than not, I'm not an FCPS employee, but I'm just guessing by all the school buses that go, it will travel on Centerville Road, passing directly by our communities. I had a map, but I wasn't allowed to bring it in, but I will send it to you all with email. [00:52:47] I am requesting that a regular Skyview bus stop stops at our regular bus stop if it happens to pass on Centerville Road to pick up our 12 students. The intersection I'm referring to where all of our feeder schools stop at is Low Street and Centerville Road. [00:53:09] It's an established bus stop for the elementary, middle, and high school we are zoned to. And I hear that there's going to be a depot model if you are not within the Skyview boundary. If it is decided upon that the depot will be at Chantilly High School, our 12 students will have to travel south away from Skyview in the opposite direction just to reach the depot before heading north again, passing by our community. [00:53:35] So I'm requesting a bus stop. [00:53:53] Betsy Luciano. too short for this good evening I'm a parent of two students who are zoned to attend Westfield high school they currently go to rocky run and bull run respectively in my opinion the requirements of policy 8130 have not been met with respect to the western boundary study to balance capacity proximity and transportation as well as programming access first capacity has not been balanced Westfield is projected to be at 72 percent capacity while the other area high schools are close to or over a hundred percent capacity stone middle school will now be [00:54:33] westfield's only feeder and it's projected at 97 capacity if we are saying that future growth is going to fill westfield where are those students going to go to middle school the 97 does not include the 100 aap students who will return to stone from rocky run the year after the boundary study is in place additionally there are more families here who are somewhat close to westfield who do not wish to go to Westfield, are we going to allow our number to dip even below 72 percent? [00:55:06] Nextly, programming needs to be addressed at Westfield to ensure this decrease in percentages will not affect our children's access to programming. We need to ensure they have access to AAP, STEM classes, advanced placement courses, and I don't know that the academy is going to push the needle if our percentages move below 72 percent. While the academy will provide great options for students to come into Westfield they don't go into our numbers for determining our programming and our student capacities. I respectfully ask that you guys do look at the [00:55:44] student needs and the farms percentages for what's happening with the boundary capacity because I although I don't think it's intentional I do think there is going to be a significant shift in Westfield's population that will then further impact potential access to programming. I again ask you guys please look over these numbers please remember westfield deserves to have [00:56:04] sarah catalano good evening also short my name is sarah catalano and i have three children in fcps our family just completed our 12th and final consecutive year at crossfield elementary where i was the former pto president during my time our youngest just finished sixth grade and i have a rising senior at oakden i just want to thank you all we're thrilled to see that the final boundary map leaves the Oakton boundary unchanged. [00:56:42] You really listened. We have come in, of course, and we appreciate your willingness to work with our community. We also applaud the change in our middle school assignment to Franklin Middle, which will better align us with our neighboring schools and friends, particularly while removing us from the Carson split feeder. [00:56:59] I would like to address a topic that came up Thursday night late at the meeting about Oakton's enrollment flashing at 103%, which was discussed at the meeting. Oakton was designed and renovated in 2022 to accommodate 2,646 students and therefore is only 50 students over capacity currently. [00:57:19] This over enrollment is temporary and not a trend. The CIP projects a decline in Oakton's enrollment to 98% by 2030 based on the declining populations of our feeder schools including Crossfield during my 12 years Crossfield is decreased in enrollment by 24% and is projected to decline another 13% by 2031 a similar pattern is occurring at neighboring schools like Waples Mill Elementary and Navy Elementary which are projected to drop to 72% and 81% respectively by 2031 so as these feeder schools enrollments decline [00:57:59] Oakden's will normalize as well. I have spent the last 20 months fully engaged in the boundary process, and the message from the community is clear and consistent, and based on the superintendent's final maps, FCPS, and the expert consultants agree. Crossfield should remain at Oakden High School. The boundaries should remain unchanged. Thank you so much. Molly Sullivan. Good evening. [00:58:35] My name is Molly Sullivan, and I'm a Sully District resident. I'm deeply concerned that it called these boundary lines nearly perfect at last week's meeting. It demonstrated what a lack of understanding and pulse of Sully District there is on the board. Many are not happy, certain communities are being ignored, and you're not ready for a vote on Thursday. I'm here tonight to speak about what often feels like the forgotten middle child of Sully, Westfield High School. It is an outstanding school that has developed an unfair reputation outside of their community. [00:59:03] When I speak with families, I hear nothing but Bulldog Pride, mentioning 22 out of 30 available AP courses, widely revered and state championship teams, an incredible marching band, dedicated teachers, and a community that loves its school. These same families tell me that their emails and their phone calls are unreturned, and they feel unheard during this process. Currently, Westfield is projected to lose more than 1,000 students. Fewer students means fewer advanced courses, electives, and opportunities for Westfield. I'm asking that this board bring forward emotion, guaranteeing that academy programs will transition from Chantilly to Westfield for the 27-28 school year. That timeline provides ample opportunity to determine which academies make the most sense [00:59:42] while helping address overcrowding at Chantilly and strengthening Westfield's future. Finally, please do not vote this week. I respectfully ask that someone bring a motion to delay the Skyview boundary vote to arrive at a solution that residents feel comfortable with and have a clear path moving forward. We are not in a rush. We do not have to do this on Thursday. [01:00:01] Thank you for your consideration and time. Good evening. My name is Qian Zhao and I'm a resident of Stonebrook at Westerfield. I'm a parent of three students, Chantelli High, Rocky Run Middle School, and Virginia Run Elementary School. [01:00:31] I'd like to share how this proposal affects working families like me. Both of my children, they ride a bike to school. Like many parents in Fairfax County, our days are carefully planted around working schedule, school, childcare, and after-school activities. [01:00:52] Every additional minute spent commuting matters. Under the current proposal, traveling to Stone Middle School and the Westfield High School is not simply a matter of driving a little further. The route to require navigating more traffic signals, higher traffic volumes, and the major roads, like Road 28 interchange, creating a commute that is notable, more complex than the road to Rocky Run Middle School and the Chantelli High School. I wouldn't let like I [01:01:28] wouldn't allow my two children ride a bike to Chantelli High School, the Westfield High School and Stone Middle School. For parents who drive their children to school when needed, this means additional travel time and a greater concern during the morning and afternoon rush hours so we respectfully ask the board to consider not only the distance to school but the quality of the transportation environment that families and students will experience every day. Thank you so [01:02:07] much. Karthikeya Arasan, Savanadian. Good evening school board members Dr. Reed and FTA staff. My name is Karthikeya Arasan, Savanadian. I am a resident of Boulevard at Westfield. Thank you for giving us the opportunity to speak. We also want to thank Ms. Seema Dixit, Dr. Reed and FCU's team for meeting with our community and listening to our concerns. As the proposed school assignment is [01:02:46] not safe for our community children commute, I came here to respectfully ask you to all retain Chantilly High School as our assigned high school. Boundary decisions involving young children are made considering numbers and understanding from consultants, but we urge the deciding authorities to consider community priorities and put student safety first while balancing numbers. The family living here are worried as we know the commute logistics and how these routes might be potentially unsafe for our children. My neighbor Prem has already shared the numbers of the accidents that speaks for its volume. FCPA is rightly investing in student and staff safety including [01:03:25] safety measures such as metal detectors but children students safety starts on their commute to and from school. We urge FCPAs to consider this situation holistically and take measures for our children's safe commute and parents relief. We are not opposing Westfield High School but our concern is the safety of the travel route. Eighty-seven households have signed petitions supporting our request. This is a strong community-wide concern. Please retain Chantilly High School, Franklin Middle School and Rocky Run School for the Bulevards at Westfield community as there will not be any meaningful [01:03:59] capacity shift. I respectfully ask the student board to prioritize student and safety before the boundary decision. Thank you for your time and consideration. - Yang Chen. [01:04:19] Yang Chen. Muhammad Sardar Azizi. Muhammad Sardar Azizi. Perry Xu. [01:04:39] - So good evening. My name is Perry, and I'm a resident from Stonebrook at Westfield. As many of us neighbors have already talked about student safety, commuting, planning, and translation community community, I'd like to draw your attention to the map again we have provided to the board. [01:04:57] You can see between our community our neighboring community one in village court we share the same local road same traffic pattern and same safety concerns that were discussed throughout the process however we see different we're seeing different proposal at last minute during last community meeting resident from both communities specifically point out that these two neighborhoods face essentially the same safety concern for students and should be evaluated consistent our neighbor represent only a very small portion of the overall planning area and number of the school-aged children living in Stonebrook is relatively limited. Because of that, keeping [01:05:34] our community in the Rocky Round Middle School and Chantee High School parents will only have a minimum impact on enrollment and capacity, while making a meaningful difference for the family who live here. So good planning is not only about balancing numbers, it's also about minimizing unnecessary disruption whenever possible. So in fact, the opening of Skyview High School has already provided significant relief to Chantilly High enrollment. Given that broader objective has largely been achieved, we ask whether moving a relative small neighborhood like Stonebrook is still necessary to accomplish the overall planning [01:06:11] goal. I will also note that despite our neighborhood's relative small size, an extraordinary number of all residents have participated in this process. We are attending meeting, submit comment, signed petition, and spoken with one clear voice. The level of participation reflects how deeply this proposal affects our community. We respectfully ask board to make one final refinement by providing Stonebrook at Westfield the stands out for consideration. [01:06:41] Thank you. Colleen Dunn. Hi, I'm Colleen, a Centerville parent for over 15 years. [01:06:59] This year I had one student at Westfield and another at Bull Run. Skyview is a major your investment to relieve Western overcrowding. In what feels like the 11th hour, the latest proposal offers minor relief, with Oakton, Centerville, and Chantilly hovering around 100%, Southlakes at 83%, and Westfield at 72%. Please consider if this is fiscally responsible. [01:07:22] The Boundary Review Advisory Committee lacked equal representation from all schools. Areas with early proposed changes had ample opportunity for their questions and concerns to be addressed, while there has been little opportunity to do the same for the latest changes. These factors influence which voices have shaped the process versus those which have been absent or ignored. [01:07:42] Please consider if Policy 8130 priorities of programming access, proximity, enrollment, and transportation have guided the process and if it has been equitable. Questions have recently been raised about the accuracy of enrollment numbers as well as future projections, farms projections, location, and timing of housing growth. [01:08:00] Please consider if the process continues to be transparent, well-informed, and grounded in data. We have heard many concerns tonight, and I really do not envy the difficult decisions inherent to arranging boundaries to best serve the entire Western community. [01:08:17] The proposed boundaries specifically for Skyview seem good and largely settled. Please consider that there is still time to do a little fine-tuning of the remaining boundaries to achieve better balance in enrollment. I urge you as good stewards with a goal of what is best for the Western region to please take the time to further refine these boundary changes for true balance while considering fiscal responsibility, policy 8130 priorities, available data, transparency, and equity. [01:08:46] Thank you so much. Catherine Ryan. Catherine Ryan. [01:09:04] Hi, my name is Catherine Ryan and I am here. We live in the Franklin Farm neighborhood and my children have for the past four years walked to Franklin Middle School. And with this change, you are going to move my kids from walking 10 minutes to school to walk to now having to commute to Carson Middle School. [01:09:34] This is in direct violation of policy 8130 with keeping local students together. We would strongly urge the board to realign all Franklin Farm students attending, Franklin Farm students to attend Franklin Middle School instead of sending them to Carson Middle School. [01:09:54] You are taking the kids from Oak Hill Elementary that normally attend Franklin Middle School and now moving them to Carson and instead taking the Crossfield Elementary School students, which are also Franklin students, Franklin Farm kids, and moving them away. The reuniting the students gives an opportunity for all our students who live in the neighborhood to really form good bonds, and they are going to continue to grow our community further. Taking the students that live a half a mile or more away from school, which takes them from the established walk zones and [01:10:33] transfers them to Carson Middle School, which is 2.3 miles away, this now makes them have to get up at least a half hour earlier if not more to drive and they can no longer walk home from after school activities which means there's going to be a bigger burden on busing. We already have an issue with our school district with busing so adding a larger financial capacity to that is a little extreme to me. I also would like to bring up that now that you're moving so many students away from Chantilly High School. One of the big concerns for me as a Chantilly High School parent [01:11:11] also is my son attended a class that's a World Civilization English class. Don Goodman. Good evening school board members and Dr. Reed. My name is Don Goodman and my son is a rising Skyview freshman. The board's plan for Skyview Athletics and VHSL membership lacks sufficient detail and [01:11:50] raises concerns over whether Skyview students would be fairly evaluated by base school coaches in the 2026-27 school year. The plan says in 26-27 students can participate in athletics at their base school and that Skyview will apply for VHSL membership for the 27-28 school year. However, what incentive do coaches at the base schools have to select Skyview students, knowing these students will be switching to Skyview in 27-28. Coaches and programs don't want to give a valuable roster spot and invest in a player [01:12:23] unless they think they will be with the program long term. And as for the 27-28 VHSL entry, what if Skyview doesn't get membership? Skyview students like mine will be in limbo for another year, unlikely to be selected by coaches at their base schools. So to ensure that rising freshmen students have the option remaining sorry let me rephrase I'm proposing that rising freshmen like my son have the option of remaining with their base school athletic teams for all four high school years and that those schools know that that's a possibility [01:13:01] so that then they would be fairly evaluated thank you Ritika Chani good evening school board members my name is Ritika parent of a student at Brookfield elementary firstly thank you for this opportunity and thank you for your time and for the work on the western boundary review balancing enrol enrollment is a difficult responsibility however my family along with many others here at rockland village community [01:13:40] respectfully asked the board to keep our neighborhood in the existing franklin middle school and chantilly high school boundaries the new proposal doesn't change just one school it changes both many families chose to buy homes in chantilly high boundary because of the educational opportunities it offered. They made one large financial investments of their lives with the reasonable expectation that the assigned school would remain part of the investment. Based on publicly available school rating, the reassignment would not benefit the students. Changing both [01:14:15] their middle school and high school path creates unnecessary disruptions. If we are being asked to leave schools that we specifically chose please consider this change provides if this change provides a clear educational benefits not simply that it helps balance enrollments my request is this for rockland village community being reassigned from chantilly high to westfield school what objective analysis did the board or did the board consider to determine that this change is in students' best educational interest and not simply the most efficient way to balance [01:14:54] enrollment. And what specific student success benefits justify the disruption to students and the financial investments families made when choosing to live in the Chantilly High School boundary. Please consider these requests while outing. And thank you so much for this opportunity. [01:15:17] Heather McCain. My name is Heather McCain and I am here on behalf of the Walney Oaks HOA, and I am deeply frustrated to be standing here again. We learned recently through social media that there is an effort by parents at Westfield who encouraged the board to move our neighborhood from Chantilly to Westfield to protect their own interests. That you might [01:15:54] consider this request to rip apart our pyramid to move our kids that they don't know to assuage their concerns is disturbing. I believe that the persistent confusion stems directly from how the student planning area map is drawn and how Walney Oaks appears on it. So I want to highlight three critical points for you when looking at the map of Walney Road between Route 50 and Poplar Tree. And we provided you all maps to make this easier. First, SPA 4404 consists of Willard Road, Henninger Court, and Hazel Park Court. It is zoned entirely for industrial use. [01:16:31] there are no students there. Second, SPA 4420 contains Mariah Court and us. Mariah Court is part of the same industrial complex as the streets previously mentioned. There are zero students. The natural boundary is the Flatlick Stream Valley Park. Third, Policy 8130 states that the boundaries should take into consideration natural and man-made boundaries. So Dr. Reed correctly recognize the park as our natural boundary. We are not adjacent with any SPAs to our north that [01:17:07] contain children. We would be the only SPA on our side of Walney Road from the Walney-Walney intersection to Poplar Tree to be moved. This removes us from all adjacent SPAs and forces an inefficient busing. Every adjacent SPA that is not separated by a road, a park, or an industrial [01:17:30] complex attends chantilly i implore you to look at the reality use brian korea thank you board and thank you dr reed first off i wanted to say thank you because i don't know if i ever had a chance on what made the system actually work of now doing uh switching us back to rocky rut that really did [01:18:05] meet a lot it fixed a split feeder one thing that i did love about is this process has been a very thorough process I mean I can't speak for the other communities I can only speak for our own you know to me it all comes down to the facts the guidelines and the policies and it did seem in our case that's followed and I don't want to speak on behalf of other communities it is interesting to see other neighborhoods trying to speak on behalf of Walney Oaks that does concern us we do believe the board and dr. Reed have been very fair throughout this whole process and the [01:18:42] system did show that it did work and so I would just ask that there seems to be a lot of noise and you know I'm gonna bring up I'm actually in the cybersecurity industry I've actually been in the industry before it even existed we are seeing on forums some really bad things that I do want to address at least to say look at we need to be a role model we are the parents we need to be a role model to our kids I've seen things that I don't think are fair to the board I don't think it's fair to dr. Reed it's not fair to what they have even said [01:19:20] about us in our own neighborhood once again I just asked you Heather did talk what are the facts what are the guidelines and what are the policies that's all I asked for thank you Jennifer wolf good evening I'm also speaking for Walney Oaks this is not the first time our small neighborhood has been treated as a quick fix to address broader concerns that do not benefit our own children. [01:19:53] Earlier this year FCPS restored Walney Oaks to Rocky Run allowing our children for the first time in over 20 years to have a consistent educational path from elementary through high school within the same pyramid. Thank you to the board for finally making that correction. [01:20:09] Now people would once again use our neighborhood as a convenient fix for the other communities concerns, forcing our children back into a fragmented school experience, elementary and middle school in one pyramid and the high school in the other. At what point do we stop asking the same small community to bear the burden of these changes? [01:20:28] When is enough enough? Dr. Reed presented a plan that makes geographic sense. Students from Walney Oaks can walk to Chantilly High School without crossing major roads. Our neighborhood is connected by sidewalks and trails to nearby communities also zoned for Chantilly, helping students maintain friendships and community ties. [01:20:47] Walney Oaks is located on the Chantilly side of Flatlook's stream along with the other neighborhoods zoned for Chantilly. The rest of Fort 420 on the opposite side of the stream is industrial land with no residents. Walney Oaks is the only residential neighborhood along the northeast side along Walney Road suggested to move. [01:21:05] FCPS policies should not be set aside to accommodate athletic interests or other communities' preferences. It is frustrating to see proposals that would disrupt the educational experience of other people's children to achieve those goals. We trust that the Board can see the broader picture and will do what is right for our children, our community, and the principles established in FCPS policy. Keep Walney Oaks at Chantilly as Dr. Reed presented. Thank [01:21:31] you. Amy Rand. Good evening. The last two documents that I reviewed about Skyview had two changes regarding transportation in the VHSL process that I wanted to highlight and encourage you to continue your support. My request is that implementation decisions prioritize equitable access and realistic timelines so every student [01:22:11] has the opportunity to fully participate. Skyview reflects the values of innovation, inclusion, and One Fairfax by serving students from across our county. If transportation limits participation, then opportunity is not truly equal. Additional depot transportation would help ensure students from every part of Fairfax County can engage fully in school life. [01:22:32] Please support the school's request to add additional depot stops for students transferring from out of boundaries. I support Skyview joining VHSL, however readiness should be measured by clear benchmarks rather than deadlines. Athletic programs succeed when schools have stable environment, stable enrollment, appropriate facilities, transportation, and enough students to build competitive teams. Please help ensure Skyview's success by expanding transportation access and allowing athletic participation to grow according to measurable readiness benchmarks rather than a fixed timeline. That approach [01:23:11] best reflects one Fairfax commitment to equity and student success. This shifts the conversation to sustainability. Success should not be measured by how quickly Skyview reaches a milestone but whether every student has equitable access to the opportunities that make high school meaningful by expanding transportation and using readiness benchmarks for VHSL participation. We can build a program that is [01:23:35] sustainable, inclusive, and worthy of the students that it serves. Thank you. Boshkar Kumarsaran. [01:23:55] Hello everyone. My name is Boshkar Kumarsaran. I'm a parent of a student at Chandler High School. Today I have Disney corner of standing before you to represent families of Walney Village HOA. [01:24:13] I represent Walney Village Court, Flat Lake Branch Drive, Deer Watch Drive, Brandwald Court, Baldwin Court. I'm here to thank FCPS Supervisors and Dr. Reed. Our community is built on deep roots established over 20 years ago. For my own family, Chandler High School is not just a school, it's a cornerstone of our lives. My daughter is a proud graduate of Chandley. My son is a currently student there and thriving every day. Just letting you know, Chandler High School is only 1.6 miles away and Westfield is 2.8 miles away. Like so many neighbors, our children's [01:24:49] brightest memories and future dreams are anchored in the school. Safety is a big concern to go westfield high school since crossing route 28 by bike walk or car is a huge risk for the community together we gathered over 300 signatures to represent our neighbor family a story all sharing one common goal to keep our children at chandley high school you can see here more than six students are here to retain to support the retaining the chandley high school for our neighborhood we know that boundary adjustments are incredibly incredibly complex and that is why we want to express our deepest gratitude. [01:25:28] More than 25 community members from Walni Village HOE are here to support the FCPS decision to retain Chandler High School. Today, on behalf of our entire community, I want to say a profound thank you to the FCPS Supervisors and Dr. Reed. [01:25:46] Thank you for hearing us, for understanding our history, for making the decision to retain Chandler High School for Walni Village. Thank you. Bhupendra Kashtari, Bhupendra Kashtari. [01:26:08] good evening Dr. Reed and members of the school board my name is Bhupendra Kasturi and I reside at Walney Estates community and my son goes to Shantley High School my community is right near the intersection of Poplar Tree and Walden Road and there are no major streets on the way to the Shantley High School and it's easy for my kids from our community to go to the Shantley High [01:26:42] School without crossing major streets and it's not fair to compare us with other communities who are complaining about the switch I know this process of rezoning is very complex bun but I think the board has been very fair and I would like to thank them for that and also men also I would like to thank the board for having a future foresight of requiring a new high school which is very difficult in this area we're not talking about five to ten years we're talking about 40 40 years from now you're going to have a new high school that's very difficult in this kind of real estate area and I would like also would like to thanks for [01:27:21] giving me the opportunity. Thank you. [01:27:47] Good evening Superintendent Reed and members of the school board. I'm a Westfield High School faculty member and coach but more importantly a Solly Station resident and parent of two future Westfield Bulldogs. To be clear my presence here has nothing to do with football or winning games. [01:28:02] I'm here because I'm deeply concerned for our community. Westfield one of our county's largest facilities is being hollowed out to just 72 percent capacity this drop of 800 students will trigger a devastating chain reaction staffing cuts will force the cancellation of advanced courses and specialized electives we will lose 45 of the junior faculty who run most of our after-school programs and make no mistake decimating our programs will trigger an immediate exodus elementary parents are already [01:28:37] prepared to vote with their feet and abandon this pyramid you are forcing westfield into an unnecessary downward spiral. As late as May 2026, we were shown maps with a stable enrollment of 2,300 students for Westfield. But at the final hour over the July 4th holiday weekend, the county quietly gutted our numbers to 1,900. It was a classic bait-and-switch tactic and has shattered community trust. Representative Dixit recently stated she hasn't heard from anyone who is upset. [01:29:11] We are not just upset. We feel betrayed. Before we vote on Thursday, we will hear about academy students and construction projections to increase Westfield's enrollment. But academy students do not count in your enrollment, nor do they take core classes. Construction projects often leave us with mythical students. I urge this board to reject this flawed plan, protect Westfield, and deliver the transparent, equitable solution the entire county was promised. Thank you. [01:29:45] Ms. Dixit, that was our last speaker. Thank you for sharing your comments today.
